Compensation applications will be accepted until 2021. February 1
While many car dealerships viewed it positively after reading this message, it’s clear that not all of them were familiar with the nuances of compensation.
Beata Višnevska-Kunevičienė, head of marketing and public relations at UAB Sostena, says the compensation and incentives applied by the state are gratifying. Because in other countries, this practice has been around for a long time.
Vaidotas Kviklys, marketing manager at Fakto Auto, calculates that the € 4,000 compensation along with manufacturer-applied discounts is already a considerable incentive for the buyer. Because the total benefit for the buyer is currently up to 9000 Eur.
For example, when you buy a Nissan Leaf (it costs from 36,000 euros), you can buy it for 31,000 euros with a discount applied by the manufacturer. Oh, from March 20. valid compensation, the actual price of an electric car drops to 27,000 Eur.
Incidentally, if the old polluting car is destroyed (used) according to the procedure established by the Ministry of the Environment, the new car would become cheaper by another 1,000 euros. In this way, the final price of the cheapest Leaf would be 26,000 euros and that of the Renault Zoe 22,900 euros.
Of course, it should be noted that the principle of “Money in the morning and chairs at night” applies here. Refunds come later.
However, a positive effect is noted. According to V.Kviklis, after the media announcement about state support for electric car buyers, the number of customer inquiries increased, people became more interested in electric cars.
However, both Ms Višnevska-Kunevičienė (Renault) and Ms Kviklys (Nissan, Hyundai) acknowledge that there are gaps in the support project led by the Environmental Project Management Agency (APVA): if a customer buys a new but already A car registered in Lithuania would not receive compensation of 4,000 euros.
In other words, demonstration or short-term rental cars sold by authorized dealers after several thousand kilometers would not be included in the supported list.
As a result, some buyers who don’t dig deep into the rules can be seriously fooled – exactly 4,000. euros The first attention to this problem was attracted by an expert in electric cars, the blog “100 percent. electric founder “Dainius Jakas.
What is a new car?
But first let’s find out which electric cars can be covered by such 4000 euro compensation and which car is considered new.
Only then, when you see such an ad (selected at random), will you be able to assess whether or not you will receive compensation.

A car qualifies for “new” status not only if it has not been registered until now. D.Jak notes that “a new vehicle is a vehicle that has been purchased no later than 6 months after the start of its operation and has not traveled more than 6,000 km.”
This means that the demo cars mentioned above (which are sold by authorized representatives at a good discount), although registered in Lithuania, are new cars up to 6000 km and 6 months old since registration! But the compensation for them does not belong. These are most of the demo cars, the ads of which can be found later on the portal Autoplius.lt and others.
Therefore, when you buy such a new car, you will see compensation like your mirrorless ears. Because, I will remind you, APVA reimburses only the price of those new electric cars that are registered in Lithuania for the first time (and only on behalf of a natural person).
Also, if you buy such an electric car now, your first registration is likely to be before 2020. March 13 (limit set by the Ministry). And even if it is later, the first registration of said demonstration vehicle is, of course, in the name of an authorized representative (legal entity). Therefore, the compensation does not belong to the buyer (not even to a natural person), as this is the second record in Lithuania.
Generally speaking, if you see a new electric car in the ad that has Lithuanian numbers, don’t expect to get 4000 euros.
Dainius Jakas’ suggestions on what to fix

I will quote D.Jakas below, in the blog “100%. Electrical” by:
“I see a fairly simple solution to this problem (I may be wrong): add conditions that indicate that if the first registration is made on behalf of a legal person engaged in auto trade (clearly identifying the main activity, the sales numbers, the members of an association of car dealers, etc.) for the second registration in Lithuania on behalf of a natural person.
I may consider this problem too simple, but it is a very important issue for all electric car sellers and buyers when they buy an electric car, for example from Volkswagen You will not receive a refund in the salon, where they are generally already registered, and when you shop at Gariūnai with or without transit numbers, you will receive it. I think the situation is really absurd and fixable. “
