Gintaras Neniškis, director of the administration of the port city municipality, also spoke on the most important topic of this week’s news.

– There is a rumor in society that the director of the municipal administration of the city of Klaipėda has already approved the development of the railway in Giruliai, while condemning the cutting of the Giruliai forest. What document did you sign?

– No one gave and, I hope, will never consent to cut the Giruliai forest, which was planted by Klaipeda residents almost 200 years ago. The document should be read from start to finish. The municipal administration agrees to analyze the alternatives to lift the railway load of the central part of the city and proposes to clarify the limits of the territory by analyzing the Klaipėda, Draugystės, Rimkai railway stations and the territory in the district near the town of Kopūstai.

Before deciding whether or not to develop the rail network, build new branches or not, road transport connections must also be evaluated: how much cargo will arrive at the port by rail, how many by tugs, etc. It is also important to evaluate not only economic but also ecological aspects.

There is no firm that approves the development of the railway in Giruliai and the deforestation of Giruliai. There is only one duck, one false interpretation, one primitive politicization to deceive people.

– Does the municipality not see the possibility of expanding the railway crossing the Giruliai forest?

– The situation must be thoroughly evaluated when preparing the plans. That was the essence of my signature. Perhaps everything could be described in more detail in the same letter, which now evokes many emotions and discussions, but the municipality’s position in coordinating the new city master plan for the Lithuanian Railways and the Ministry of Transport and Communications has been expressed. repeatedly both in writing and orally.

By the way, both in the current general plan of the city and in the new one, which will be presented to the city council for approval, the development of the Pauostis railway or the cutting of trees in the Giruliai forest is not foreseen. Although Lietuvos Geležinkeliai has repeatedly requested that a territory of 50 ha be marked for development in the Giruliai forest.

The master plan is the main document by which the city is developed. The municipal administration wants this plan to be approved as soon as possible, since it contains not only provisions that protect the Giruliai forest, but also allow the development of other important projects for the people of Klaipeda.

– However, the government on June 22. has already adopted a resolution on the start of preparation of the Klaipeda railway crossing infrastructure development plans, but the resolution does not appear to exist in the village of Kopūstai, which means that all development will be planned within the limits from the city. What does the municipality plan to do next?

– When the government made that decision, we were a little surprised, because it was said in official and informal speeches that the Cabbage Village alternative would be considered. When we began to explain how the decision was made differently, it was explained to us that a technical error had been introduced. The previous version of the decision is said not to have been on the government’s agenda, but its previous version …

Now the Ministry of Transport has already publicly announced that on July 1. He will present the revised draft resolution for approval at the next Government meeting. The essence of the proposed amendment is to clearly indicate the planned alternatives to be evaluated, including the col village.

We hope that the Government fulfills its obligations to both citizens and the municipality, and the analysis will cover not only the administrative limits of the city municipality, but also the Klaipeda district.

– What if the government resolution remains unchanged? So what?

– With the approval of the Government, the preparation of the plan would begin; a tender would be announced, a contractor would be sought to prepare the plan for the company Lietuvos Geležinkeliai or, in this case, the Ministry of Transport and Communications. However, the planning conditions will be issued by the Municipal Administration of the City of Klaipeda.

This will be an essential document in this story. It is the planning conditions that will indicate what can be done in which area, where to allow or prevent deforestation, etc. The municipal administration really understands the importance of this document and guarantees that publicity will be guaranteed by issuing it.
