According to the Ministry, the proposal to the Government to start the execution of the project contradicts the Metropolitan Law and violates the independence of local self-government enshrined in the Constitution.
The conclusion of the Ministry will continue to be considered by the Government. Her and Vilnius authorities’ conclusions were requested by the outgoing Seimas Economic Committee.
Three dozen parliamentarians from various factions proposed to the Seimas to recognize the subway as a project of special importance. In addition, the government is in a rush to start implementing the project.
In the fall of 2018, the Seimas approved the Metro Implementation Law and created the conditions for private investors to undertake the construction of the metro. The regulation of the construction of the metro came into force at the beginning of this year.
Proponents of the metro have said that if the decision to build metro lines in Vilnius opened up investments worth several hundred million euros, it would free Vilnius from traffic jams.
But critics of the metro said that the construction would not be worth it, that few people would use the metro, that the construction would damage the heritage.
