“The question of the chairman of the board of directors of the Bank of Lithuania deserves serious debate. We need to talk not about what we like or don’t like, but about what the candidate is looking for, what work they plan to do, what vision they have. Today, I really miss that debate.
Legal acts need to be scrutinized very carefully both in Lithuania and in the European Union. Reading the Constitution, we see that in the absence of a governor, the Bank of Lithuania is governed by a board. We would not see major problems here.
However, a serious international scandal is brewing, because according to preliminary data, in statements to the Bank of Lithuania, the head of the bank’s legal group, it seems that in the absence of Vito Vasiliauskas, no one could represent him on the Bank’s Governing Council European Central, “he said on Monday.
As you know, the second term of the Chairman of the Board of the Central Bank Vito Vasiliauskas ends on April 7.
M. Majauskas stated that not appointing a new leader would cause very serious damage to Lithuania’s reputation.
“Without a manager, he cannot be replaced. On April 7 the term of V. Vasiliauskas ends, he sets things up and leaves. We may have a very unpleasant situation here, when we do not have a person representing the Bank of Lithuania in the Governing Council of the ECB, which will take place at the beginning of April ”, he said.
The interviewee pointed out that in the past, the process used to take 17 days from the registered Presidential Decree to the appointment of a new bank director or the extension of the mandate of the existing holder.
„V. Vasiliauskas in 2011 (then he was working in the Government) started the informal procedure a good month ago. The formal procedure took another 17 days.
We can be cornered when we have to make a decision in a case of extreme urgency. Or we will ask the president to extend the mandate of V. Vasiliauskas for at least a month or several so that we have enough time for public discussion ”, he said.

Forget about informal conversations
Gintautas Paluckas, vice president of the Seimas Economic Committee, who also participated in the show, said the situation would not be dramatized as much as M. Majauskas.
“Simonas Krėpšta (so far the only candidate mentioned by the president -” Delfi “) is not a rabbit out of his hat. If we talk about it formally or informally, we know it from somewhere. Consequently, the probability of such candidacy is real, we can wait for the president to make that presentation to the Seimas.
I agree that the deadline is already binding on everyone. In the same way, we can – after all, prohibit – informally informing politicians and ourselves, wondering what the Presidency intends to do. I don’t think the hat falls on anyone. In this way we would avoid a reputational crisis, a scandal in Europe.
I believe that the Presidency will do its job on time, and what it will be like in the Seimas is another question. Informal arrangements don’t take long if the relationship is good and the person is competent. But sometimes the candidates still don’t pass. We have seen it with the appointments of the Constitutional Court.
The situation is not as dramatic as M. Majauskas portrays, but it can become dramatic if we show excessive personal ambitions, ”said G. Paluckas.

In turn, Lukas Savickas, vice president of the Seimas Future Committee, advised the Presidency to use informal debates.
“The main message is not to build the Seimas against the fact and have informal discussions. They, in one way or another, are happening. They may not have obtained results yet. It is important to talk about jobs, tasks and skills. It is important to talk about various Options for Candidates Once an informal consensus has been reached on a potential candidate, the presentation should take place.
Therefore, like my colleague Gintautas, I would not be in a hurry to dramatize the situation. I urge you to seek informal conversations. Informal coordination provides opportunities to discuss a broader range of options. This identifies opportunities for agreement. This provides a better foundation than simply providing a last name and risking the process becoming more viscous, complicated, and lengthy.
The tradition of informal conversations tends to always occur ”, he explained.
M. Majauskas agreed that the informal coordination process is important for the good work between the Seimas and the Presidency in order to ensure the representation of Lithuanian interests.
“I just want to make sure that no candidacy has been submitted, formally or informally,” he added.
