For some time this practice prevailed in Russia and a phenomenon was observed when antisocial families gave birth to more children to cover their debts, ”N. Mačiulis told Eltai.
“It is certainly not a good tool for solving social problems, it is not good family policy and it is certainly not good demographic policy,” he added.
According to him, this should be done through specific social support for families of children who already need it, as well as through tax breaks.
“In this way, people who work and earn legally and have more children would receive more support,” said N. Mačiulis.
According to the economist, the funds allocated for the proposed measure could be used more efficiently.
“It just came to our attention then. That money can also be used to solve other social problems, promote the same birth rate or support children by other means. Not trying to support those who will only be born sometime next year. But looking at where there are social problems, what financial support is needed.
With these economic resources it is possible to achieve a lot, solve many problems of social exclusion, poverty, take care of children who now do not have adequate quality nutrition, access to quality education. This would be a very clear and focused social policy. What is proposed is just a short-term effect, which has created more social problems in the countries where they have been proven than solved, ”said N. Mačiulis.
To boost the birth rate in Lithuania, it is proposed to allocate a single child benefit of 250 basic social benefits for each child born, which would amount to 10 000 LTL next year. euros.
