Arūnas assures that he is not a novice driver, he has already taken an additional theoretical course, which is necessary to regain his rights, but a man cannot complete the 45 minute practical part of driving with an instructor.
This is due to the restrictions imposed during quarantine. All practical driving and driving tests are currently prohibited. Therefore, the two-month sentence of deprivation of the right to drive a man has been extended and Arūnas will only be able to drive after release from quarantine.

Gerda Krisčiūnaitė-Krocienė, commercial director of the Rigveda driving school, says that trying to talk to state institutions is unsuccessful and that the penalty period can be doubled.
“People are being punished and no one in the government is making this problem worse. During the last quarantine, in an attempt to have a constructive discussion with one of the state institutions, we received a shocking response:” People are to blame for having caused such problems. “Should we also provide that answer to customers?
Legislation clearly defines what penalties are applied for violations of traffic regulations, so it goes without saying that people expect the punishment to be as intended, but in the current situation the term of punishment can be doubled ”, commented G. Krisčiūnaitė-Krocienė.
One woman claims that there are cases where prolonged punishment can lead to people losing their jobs or causing family problems.
“The consequences are obvious: people’s plans are falling apart, they are losing their jobs, there are also problems in families where, for example, only one family member has (had) a driving license, and the lack of a Driving license closes many Lithuanian companies or simply restricts freedom of movement. “, Said G. Krisčiūnaitė-Krocienė.
Even the Estonian embassy requested
Jurgita Kuliešienė, president of the Lithuanian Association of Driver Training Schools and Professional Development, opens that the quarantine restrictions affect not only Lithuanian citizens but also Estonians.
“We had a case when we were approached by the Estonian embassy. A professional driver constantly drives on long trips. He was deprived of the right to commit a violation in Lithuania and is now unable to work. He can drive in Estonia, he is not deprived of the right. there, but he cannot drive to Lithuania because there is a penalty in the system, he cannot complete the training.
Even the embassy wrote to us asking how we can help this man. Our answer was that there is no way at the moment, because we cannot do trainings, ”said J. Kuliešienė.
The president of the association is considering that pandemic training could be replaced and instead of 45 minutes of driving, the driver could receive a psychologist consultation or a longer theoretical course.
“If it was some kind of long training, like for beginners who don’t have the skills, then we unequivocally understand that it is impossible to teach a person at a distance, but here is a little different. There are already experienced drivers, perhaps it would be even more appropriate to speak with a psychologist for a longer time and discuss what determines their risk behavior. And those 45 minutes of driving … In ideal conditions, it’s probably not a bad thing to update your skills.
KET violations such as bending out of place, failing to stop at stop brand, sometimes there may be human error, only one person did not notice something. I am not saying that the price of one infringement may be lower than that of others, but in some cases there may be some reservations ”, considers J. Kuliešienė.
No benefits are provided
After inquiring about the position of the Lithuanian Transport Security Administration and the Ministry of Transport and Communications on this issue, the portal tv3.lt received similar responses that at present it is not necessary to wait for the facilities to recover the lost rights.
This issue has been discussed in the Ministry of Transport and Communications, but it is not planned to propose changes to the provisions of the law that regulate the essential principles of devolution of the right to drive vehicles. It should be noted that the right to drive vehicles is revoked due to serious violations of the TFE, so this right cannot be restored in a way different from that provided by law.

Meanwhile, the Transportation Security Administration recalls that training for traffic violators is enshrined in the law.
“A person who has been deprived of the right to drive due to violations of the KET will have the right to drive returned only after they have completed additional driver training in accordance with the established procedure. This obligation is enshrined in the law at the legislative level and is mandatory (a necessary condition for the return of the right to drive).
Recently, the LTSA has been receiving questions from driving schools about whether it is possible to provide additional driver training with practical driving instruction without a driving instructor sitting in the vehicle. LTSA responded to all driving schools that, unfortunately, practical driving training is not possible in this way, ”says Eglė Kučinskaitė, Head of the International Cooperation and Communication Division of the Lithuanian Transport Security Administration.
Not everyone can regain their rights without an exam
The state company Regitra comments that after receiving additional training, only drivers who meet certain conditions regain the right to drive:
“If the right to drive has been revoked for less than one year, then only additional training will be required at the driving school and the right to drive will be restored in the Regitra unit without taking driving tests.
If the right to drive has been revoked for more than a year, then it is necessary not only to complete additional training at the driving school, but also to pass the theory and practice exams in the “Registry”. This will be possible after the quarantine restrictions end. “
