LNG scams are not enough, we will build a wind farm – Respublika.lt

The plan is to increase the cost of electricity.

According to the plans of the Ministry of Energy, the wind farm must be built by the Lithuanian operator of the electricity transmission system Litgrid, public interest service funds (PSO), which are paid by natural and legal persons using electricity. The rate is expected to increase before the plant, similar to the LNG terminal, comes into operation: consumers paid for its construction when they had not yet received any benefits, that is, they did not pay for anything, according to the Energy Ministry. The DNA plan for the future economy of Lithuania could also be a source of financing for construction.

The government decided in June about 40 km of the Baltic Sea coast until 2030. to build a park that produces between 2.5 and 3 TWh per year. This is approximately a quarter of the electricity currently consumed in our country. The whole project would cost around one billion euros.

It is true that yesterday the Deputy Minister of Energy Rytis Kėvelaitis already said in the Seimas that one billion. The € 1 billion investment could be private, but the electricity transmission system operator Litgrid should build the appropriate infrastructure, financed with European aid.

“If it did not exist, it would also be possible to finance it with PSO funds,” R. Kėvelaitis said calmly.

It will never be worth it

Prof. expert in energy. Jankauskas VidmantasWhen asked by Vakaro žinios if the electricity produced by wind turbines is significantly cheaper and how long it would take for the investment to pay off, it was “extinguished” – it would never pay off.

“It is difficult to even talk about recovery, because offshore wind electricity is much more expensive than anything else: solar, offshore, etc. This is the most expensive, because it will cost a lot of money to install and then connect to terrestrial networks. Think about it. what that means. After all, wind farms do not sail in the sea. They need to be built in the sea on a solid foundation, connected to the coast by a cable that runs along the seabed, etc. “, said the professor .

According to the power engineer, experts are debating that offshore power plants may not be able to supply electricity directly to shore, but instead produce hydrogen.

“But I can say right away that this is an extremely expensive idea. Why is Lithuania planning this? The EU as a whole has big plans to use more renewable energy. The best places on land for wind have already been used in many countries, so it is planned to use the sea, “explained V. Jankauskas.

We won’t pay for anything

The professor urges politicians not to make mistakes and not to impose additional charges on consumers until the marine power plant park is operational, as was the case with the liquefied natural gas terminal.

“The government later reversed its decision on the terminal, because paying what is not yet available… It doesn’t sound very nice. LitPollink was funded similarly: Consumers paid around € 20 million a year, and the cable wasn’t even there yet. We are used to receiving money up front by now, although if someone complains in court, they would definitely win the case. “

As with the terminal

The expert says that if there were a politician making decisions, he would urge his colleagues not to rush into such gigantic projects.

“First of all, we have not yet used all the wind on land, we have not used power plants like Germany. And it is much cheaper. Let us remember that private companies came up with the idea of exploiting the sea for their own wind farms. However, the government came up with the idea of taking everything into its own hands and even putting various investigations on the shoulders of consumers, even though individuals were determined to do everything. The same happened with the gas terminal. We have too much state interference. After all, Bronislovas Lubys wanted to build the terminal, because in principle only Achema needed it, he did not allow it. V. Jankauskas.

An unbearable burden

Representative of a mixed group of Seimas members Artūras Skardžius He says that now is not the time for such a large energy project, mainly because we have to accumulate around 2.5 billion euros. euros that will be needed for the deep repository. It will have to bury spent nuclear fuel at the Ignalina nuclear power plant, so another billion dollar project would be too onerous.

Our politicians are constantly declaring publicly that we will spend around 3.316 million on the closure of Ignalina. about half will come from the EU and other donors, and by 2038 the marathon will finally be over. However, this is far from complete. And after 2038, we will spend money on that, because we will still need a deep repository of radioactive waste. It will cost around 2.5 billion. and we will have to get this money ourselves.

“It just came to our attention then. Its aim is to play the Trojan horse, as was the case with the arrival of Fortum. The waste incineration plant was brought to Lithuania by a government decree declaring it of national importance. It’s like if Lithuania could not build factories. I would like to remind you that the offshore wind farm was long delayed under a law passed by the Seimas in 2011. Construction should have started in 2013. It would have been built by private investors. However, Lietuvos Energija (now Ignitis “, – aut. Past.) Lives by its own rules, it is not subject to the law, so it applies the same model to wind farms that was applied to Fortum. If a foreign company is dragged in, the state will re-prepare the environmental impact assessment, although this is a bit of money for our consumers, “said A. Skardžius angrily.

Your hands will “warm up”

The politician suspects that the project is only necessary so that those who access it can “warm up” their hands.

“These projects can be carried out by private investors, who are” N “. Then they could commercialize electricity at market price without a subsidized rate. Lietuvos Energija will only be able to charge for electricity.

In my opinion, this is nothing more than a money laundering scheme – making investments at the expense of our consumers, and then “laundering” the money through the chosen partner – to get “bounces”. All you have to do is turn on the green light for local businesses, “emphasized A. Skardžius.
