According to the residents of Kaunas, all underground work must be coordinated in advance and only after that is the surface of the courtyard maintained. In this case, however, the yard was first beautified and then allowed to be excavated so that no odor was left on the new, solid asphalt.

“Somewhat interesting, wasteful and unacceptable works are planned in the municipality and ESO (Energy Distribution Operator – Past ed.). A concrete example is Jonavos street. The 182-bedroom courtyard, which also has several private properties, ”a local resident complained to Kauno Diena.
The man has lived here for about 35 years and during that time the courtyard has not been maintained in capital form. According to the Kaunas resident, the road was simply tragic, full of holes. Workers had only fixed the collapsed opening a few times to prevent any car wheels from getting caught. But last year, a real celebration came to the yard, as the road builders brought the equipment and entrance to the yard and the site was fixed by the capitalists. Even at the well, where the water was heavy, workers were looking for solutions to make sure everything was reliably organized and there was no need to rush back.
Unfortunately, the residents of the new courtyard were not happy for a long time. A few days ago, ESO started work in the yard and wells were dug in the house, the smooth asphalt pavement was knocked down.
“The pavement was laid with the taxpayers’ money, that is, the city budget. In one place, the work on the well even stalled for a short time, but the craftsmen found a reason, they dug a hole nearby from the well and fixed it because the water in that place was heavier, as if to say that there was no need to go back quickly. And here a few days ago we again received workers with special equipment, who carved new asphalt pavement along all over the yard, they dug holes throughout the entire yard with an excavator, “said Jonavos str. Questioned the need
Residents spared no criticism not only for the institutions that do not coordinate the work, but also for considering whether that work was really necessary. Kaunas residents were interested in who should manage the gas inlet, change the valves if consumers do not feel any difference.
“It turns out that ESO here changes the gas pipeline and installs gas valves on each farm, something that no one had before. When asked by workers what would change for gas consumers, they responded that gas pressure would increase from medium to high. Before that, no one had a problem with gas, “- Kaunas residents doubted whether the works were necessary, if the residents did not complain about the gas supply.
He also wonders why that job can’t be done before laying the new asphalt. According to the local, after all, all institutions must coordinate their work with each other and try to do everything as smoothly as possible, without disturbing each other, but also without damaging the work already done.

What work is being done?
ESO representatives explained to Kauno Diena that the reconstruction of the pipeline is necessary because the old entrances were not secure. According to ESO specialists, their goal is to ensure high-quality and uninterrupted power distribution through an environmentally safe gas and electricity network.
“One of the main tasks of the program is the replacement of overhead electricity lines with underground lines, mainly by replacing disconnected and emergency lines, improving forest areas and the quality of the voltage itself. Also rebuilding old natural gas pipelines and managing and replacing unreliable elements of other electricity and natural gas networks, ”said Paulius Kalmantas, ESO’s public relations project manager.
According to him, this year is the time to change the network on Jonava Street. Currently, reconstruction works are being carried out on the distribution gas pipeline in house 182.
“Every year ESO rebuilds and updates its gas network system. This year, it is planned to carry out the reconstruction of the gas networks by drilling in Jonavos Street, Kaunas. These networks are being restructured due to the unreliable distribution of natural gas and the unsafe operation of the network. Its age is almost half a century, the construction of the network took place in 1976. The gas pipeline is old and needs to be renewed, because in the event of an accident even more pavement would have to be dismantled, because then the gas leak is searched according to the smell to gas throughout the entire route ”, explained P. Kalmantas. .
Will fix damaged areas
Kauno Diena asked if after the completion of the works, the ESO contractors would clean the entire yard or only the places that had been excavated, thus not restoring a solid asphalt surface, but only repairing open pits.
“We understand the population and we always try not to dismantle the new surface, that is why most of the excavation works are planned to be carried out in a closed manner, but in some places it is necessary to push the wells, connect and bifurcate at the connection points. . Otherwise, the project would not be possible. These works were coordinated with the Department of Municipal Management of the City, ”said P. Kalmantas.

He noted that after the reconstruction of the pipeline, a complete reconstruction is planned in the damaged areas.
“All excavation works are regulated in accordance with the procedure approved by the municipal council, which provides the conditions for the restoration of the pavement, quality assurance and compensation,” said Aloyzas Pakalniškis, Head of the Municipal Management Division of the Administration Municipal of the city of Kaunas. – municipal contractors who fixed the entire yard, or ESO contractors who dug the wells and then leveled them.
A. Pakalniškis commented to Kauno Diena that city maintenance work, be it yard entrances or large-scale repairs, is always coordinated with service providers, i.e. owners of engineering networks, but it is simply impossible to prevent certain situations or surprises.
“There are so many variables here that make it impossible to predict all the work at once. The most common cases in which such measures must be taken are underground network accidents. They must be liquidated immediately. Often, there are also cases when, after organizing a street or an entrance, there are residents who want to install new communications – gas, sewage or water supply networks. The city is always looking for ways not to dig a newly fixed street or entrance and preserve its integrity, but if such conditions do not exist, the new pavement has to be dismantled ”, the head of the Department of City Management spoke about the subtleties of coordination.
Hopefully, there will be no potholes in the damaged areas of the patio pavement, and while the pavement will have been repaired, it will serve residents for a long time.
