Internet users share videos and photos on the social network Facebook, in which a man is captured photographing traffic participants from the Akropolis shopping center parking lot.
The video shows a man covered with a hood, pointing the camera at traffic participants moving along King Mindaugas Avenue.

After contacting Odeta Vaitkevičienė, head of the Kaunas County Communications Branch, she said that the person photographing the traffic participants was a police officer.
“Yes, the record you provided shows a police officer. An officer from the Highway Police Board of the Kaunas County Police Chief’s Station conducted a private patrol. That way of recording violations of the law it is provided by legal acts, ”the police representative reported.
According to O. Vaitkevičienė, police officers regularly carry out public and private measures aimed at clarifying various infringements of traffic regulations (using mobile phones, bending over, crossing a continuous lane, etc.).
We asked the police to comment on the situation in more detail: what is meant by the term “private patrol”, how this process is carried out and whether an officer can patrol without a uniform.
“Private patrols” are patrols conducted by police officers in an unpainted and unmarked car, motorcycle or other vehicle, or on foot, dressed in civilian clothes (service firearm and special equipment so that no one can see them). During non-public patrol, the officer records the infractions by technical means, inscribes them in the Registry of Administrative Infractions, as a result of which an administrative infraction protocol is formed for the vehicle owner and receives it by mail. ,
