Kaunas Police Chief Žaliakalnis works part-time at the Department of Environmental Protection

“I manage to reconcile, there are times when you think I am spitting, but you are successful. There were several times when it was difficult, ”E. Lašinskas told BNS when asked how the two works could be combined.

He is currently one of the two chief commissioners in the country with a second job.

E. Lašinskas said that he came up with an idea to try to work with the staff, because he had worked in a similar job before.

“I enjoyed the work of the staff and I wanted to play it again because I have not done it for eight years,” said the official.

“I like the work of the staff,” he added.

He claimed that a former colleague had offered him a job in the department who had previously tried to get a job in the department, then he sent his CV and was invited for an interview.

E. Lašinskas said that he had previously worked two jobs: in addition to working in the police, he also taught at Utena College.

Contest – not necessary

The department’s spokesman, Arūnas Malinovskis, informed BNS that E. Lašinskas had worked in the department without competition, as he was not required for this position.

“This position is focused on document management, not personnel administration, so competition is not necessary,” Malinowski said this week.

E. Lašinskas has been working in the department since September 3 last year.

The personnel department advisor analyzes the department’s personnel management model, presents proposals for its improvement, coordinates orders and other legal acts drawn up in the department, participates in working groups and commissions.

It also coordinates the adaptation and integration of officials and employees and performs other tasks assigned by the department head or department head.

He offered to work on his own

Olga Vėbrienė, head of the Department of Environmental Protection, said that she did not know E. Lašinskas personally, but said that he himself had offered to work in the department.

“He contacted and submitted his candidacy on his own initiative as a professional who has extensive experience in document management in the field of personnel, has worked as head of the personnel department and sees an opportunity to realize his experience in the changing Department.” O. Vėbrienė told BNS.

“I made the decision after speaking with him. He took the lead in the conversation, expressed it personally,” he added.

O. Vėbrienė says that he is aware of the fact that E. Lašinskas is serving in the police, but stated that he was not aware of the duties.

The director of the department stated that E. Lašinskas should have obtained a permit to work in the department from the head of the police institution, in this case the head of the Kaunas County Police Station.

“The law also allows working in other jobs … At the time of issuing the permit, it had to be assessed whether the employee could work in two jobs,” said O. Vėbrienė.

He said that E. Lašinskas is an excellent employee, a professional in his field, for whom he has no comment on the job.

The permit was granted by a special commission

Police Department spokesman Ramūnas Matonis informed BNS that the commission established in the Kaunas County Police had given E. Lašinskas permission to work in the Department of Environmental Protection.

The officer was also instructed on specific work hours, such as non-police hours and weekends, including not using police tools.

According to R. Matonis, this is the usual procedure in the police.

“The police department is aware of this procedure. The established practice is that each of these cases is evaluated by commissions established in the country’s police institutions, which evaluate whether it cannot generate a conflict of interest and establish certain specific conditions”, said the police representative.

He also reported that E. Lašinskas is one of the two police chiefs who currently has a second job.

Dainius Dobilas, the head of the Kaunas City Santaka Police Station, also works as a mediator in the State Guaranteed Legal Assistance Service.

E. Lašinskas, Chief of the Kaunas Žaliakalnis Police Commissariat and employee of the Department of Environmental Protection, was also previously Deputy Chief of Kaunas County Police.

He stated that he held this position from 2014 to January 1 of this year, and was later appointed to head the Žaliakalnis Commissariat, which he had previously led on a temporary basis.

E. Lašinskas also worked temporarily as an adviser to former Police Commissioner General Linas Pernavas for about half a year.

A few years ago, E. Lašinskas tried to lead the Marijampolė County Police, but later refused to do so.
