Karbauskis does not promise to land in Lukiškės square: he promises to terminate the agreement with the Vilnius municipality

According to him, the owner of Lukiškės Square is the state and the Vilnius City Municipality has been entrusted with managing it under the loan agreement.

“The proposal of the working group, as far as I know, is to cancel the loan contract and finish this whole story with the Vilnius leadership. That they get involved in the beaches, their own beaches, that they manage them, that they collect garbage, that they maintain them, they really have enough places to improve and expand the beach culture, but not in Lukiškės Square ”, said the head of the Union of Peasants and Greens.

“All those events, the winter ice rink or something like that, they can be. But there will be no such bullying that the Vilnius municipality has committed this summer, because the Vilnius municipality will simply not be able to do anything with this square, ”she added.

A few weeks ago, the government announced that it had started negotiations with the municipality of the capital to modify the loan contract for Lukiškės square, which had been concluded five years ago.

On September 4, a working group led by the Minister of Culture Mindaugas Kvietkauskas and representatives of the municipality discussed issues related to the commemorative status of the square envisaged by the Lukiškės Square Law, as well as the loan agreement concluded in 2015, according to which the square was transferred to the municipality.

“At the meeting, issues related to the implementation of the provisions of the law by modifying the loan agreement were discussed,” the Government stated at the time, but did not detail the proposed modifications.

Vilnius’ chief architect, Mindaugas Pakalnis, assured BNS at the time that the commission did not discuss the possible termination of the contract with representatives of the municipality.

The Minister of Justice, Elvinas Jankevičius, has been appointed Deputy Minister of Justice in the working group, and also includes representatives of the Government Chancellery, the Department of Cultural Heritage, the National Land Service, the Research Center on the Lithuanian Genocide and Resistance and the Lithuanian Council for Architectural Arts.

Genocide Research Center ready to take over Lukiškės Square, says center director

The Lithuanian Genocide and Resistance Research Center (LGGRTC) is ready to take over Lukiškės square from Vilnius municipality, says Adas Jakubauskas, director of the center.

According to him, the center will assume these responsibilities if the proposal under study is approved on Thursday by a working group led by the Minister of Culture Mindaugas Kvietkauskas.

“If this happens and there is a provision on the square manager included in the Lukiškės square law, we would be ready to take over,” A. Jakubauskas told BNS.

It supports the criticisms of the rulers of the Vilnius municipality, which currently administers the square, noting, among other things, that the dismantling of the artificial beach, which had been here for several months, was seriously damaged.

“Next to it, 40 Gediminas Avenue, is our apartment, the Museum of the Genocide Victims. We were in the square, in fact, the square, although it has not yet been added, is badly damaged: grease was spilled from the beach, a commemorative plaque was broken, holes were drilled, plastic plugs protruded, ”said the head of the center.

“So the casual operation of the square seems a bit strange. Now the law, approved on August 1, says that it is the main square of Lithuania, it must be with due respect, its implementation must be adequate,” he emphasized.

Discussions about the management of Lukiškės square and commemorative accents since the beginning of the restoration of Lithuanian independence intensified this summer, when the Vilnius municipal authorities decided to install an artificial beach here with sun loungers and a volleyball court at the end of August.

Critics of this idea said the project was not suitable for Lukiškės Square, as it was historically important to the memory of the country’s resistance struggles, and was criticized for disagreeing with the public, the municipal council or the administration when planning the project. The decision to choose this place for the beach was criticized by some politicians of the Seimas, as well as by the Prime Minister and the President.

In response to the beach, the Seimas also passed a special law on Lukiškės Square, which states that it is the main representative square of the country with the Vytis Monument.
