“I received the offer today, at 10 am. Now I am concentrating as much as possible on priorities, schedules and preparing for tomorrow’s meeting, “K. Navickas told BNS on Sunday.
He said that one of his priorities, should he be appointed minister, would be transparency of decisions, as well as a greater focus on small farmers.
“One of the priorities would be transparency in decision-making. I want to say that the decisions on the financing of agriculture, the level of payments, would be visible to the public. The second is that not only large farmers can have decisive votes , decisive weight ”, said the candidate.
“The other thing that is my ‘horse’ is the green course of agriculture, climate change, here it was in its entirety intertwined with the areas supervised by the Ministry of Environment,” he added.
K. Navickas also stated that he would strive to achieve efficiency in subordinate institutions and review their functions.
“Another priority is efficiency in subordinate institutions, the most optimal institutional structure, if the functions are duplicated with the private sector, so that those functions are not fulfilled,” said K. Navickas.
According to the candidate, agriculture in the region should be strengthened by promoting cooperation between farmers.
“One of the measures to be promoted is the cooperation of farmers or the search for urban communities that can form complete baskets for small farmers. Now the problem is that usually a farmer has two or three products that he can sell directly; It is done, but it is not effective, ”said K. Navickas.
“If there is only such variety, then there are no opportunities to engage in public procurement, then this must be resolved,” he added.
K. Navickas is the second Conservative nominee for agriculture. On Friday, President G. Nausėda rejected the candidacy of the current Chancellor of the Ministry of Agriculture, Dalia Miniataitė, proposed on Friday.
The head of state praised D. Miniataitė for his expertise in the agricultural sector, but said she expected “not only short-term actions, but throughout the term” as well as the vision to implement the idea of ”Green Lithuania” .
In 2016–2018, K. Navickas served as Minister of the Environment in the Government of Prime Minister Saulius Skvernelis.
At the end of 2018, S. Skvernelis dismissed K. Navickas together with the Ministers of Education and Culture – Jurgita Petrauskiene and Liana Ruokyte-Jonsson, motivating the need to “reload” the Cabinet of Ministers.
At that time, K. Navickas had also stated that he did not see the possibility of continuing to work with S. Skvernelis.
K. Navickas, 50, has a BA in history from Vilnius University and an MA in public administration from Mykolas Romeris University.
For almost a decade, he worked as an expert at the Baltic Environmental Forum, headed the office of the Regional Environmental Center for Central and Eastern Europe in Lithuania, and most recently served as the Deputy Department for Development and Innovation of Vėjo projektai.
