January 13 will not be a holiday next year, but there is good news for vacationers

2020 In January, Laurynas Kasčiūnas and Dainius Kreivys, members of the Lithuanian Christian National-Democratic Union (TS-LKD) faction, proposed that January 13 be declared an unemployment day. This time they based it on the fact that the importance of January 13, Defenders of Freedom Day, for the history of Lithuanian statehood should be further evaluated.

“January 13 allows all generations to understand that freedom is more than a gift or a gift to our state and nation. Our freedom has been won by the unity of our nation and the blood of heroes who fell against arms. Russian, “L. Kasčiūnas said in the report at the time.

Since the authors of the initiative took into account the fact that increasing the total number of public holidays could have negative economic consequences, they proposed to remove International Labor Day, May 1, from public holidays at the same time. Later, the unions opposed it. Then it was proposed to give up the day off on November 2 or the last day.

At present, Lithuania has 16 days of unemployment, the records of which are Bulgarian and Hungarian.

There is no time left

Mindaugas Lingė, president of the Social Affairs and Labor Commission, informed Delfi that from 2021 there is no more free time on January 13. Furthermore, life circumstances have changed since the offer began.

“We have not discussed this issue in committee yet. We ended the year with all budgetary issues. It is true that it would be difficult for me to answer what the decision of the entire committee would be, but the year is about to begin and at least there is no intention to raise this topic in the extended session. “

In his personal opinion, there are already too many public holidays in Lithuania and it would be irrational to expand that number.

“Unless in that case you really need to cancel another day. It is probably very important to talk about convenience. When I hear the arguments that have been made, for example, in the Education Committee, there have certainly been very good comments that there is already a tradition that January 13 is universally celebrated in schools, organizations, other institutions by holding commemorative services, lighting lights in windows. and etc. “

According to M. Lingė, thanks to this type of commemorations, the most important thing is known, especially in schools, about the importance of this day, so it would not be appropriate to turn it into an ordinary day off.

“It just came to our attention then. The more so since there is not much convenience for this year when such a strict quarantine is applied.”

Companies are changing their rhetoric

Danas Arlauskas, president of the Lithuanian Employers’ Confederation, said that today companies no longer follow the same approach as before, when calculating how much it costs the economy that day of unemployment.

“We said in litas that 100 million, if in euros that is about 30 million. We are also changing our rhetoric because the relationship between employers and employees in the labor market is changing very strongly. The same crown has brought changes, but in the global economy as a whole, logical changes are taking place and work is becoming increasingly emotionally complex, more energy intensive and takes recovery time, unlike manual workers ” .

According to D. Arlauskas, therefore, there are companies that advocate reducing the working day or introducing a four-day week.

“So I think there is a better option when the market itself forms some kind of relationship between employer and employee. More so in the United States, for example, about 70 percent. new jobs are not created through an employment contract, but as a self-employed contract. In this case, even the labor code is difficult to adapt somewhere. “

However, he says, there is still some inertia in Lithuania, especially on the part of the unions.

“They are fighting for better working conditions, which is why we keep saying that we need one more day, even though life is long behind. Therefore, the rhetoric of the unions is the same, since it is very difficult for them to form a new message. I think that if it were said that reducing the number of days or hours per day through collective agreements, then it would be a more modern and better option ”, said the representative.

Two sides of the coin

Žuminimantas Mauricas, an economist at the Luminor Bank, also did not want to emphasize the number of days off for the Lithuanian economy. According to him, that exact number is probably not even available because the economy is like a coin that has two sides.

“One side is the sectors that produce for export or produce for sale at a later stage. In the first place, industry, certain service sectors, and the other side of the coin are leisure services, it is precisely consumption that increases on holidays. Therefore, it cannot be said unequivocally that a vacation equals some loss. “

According to him, the loss occurs when the holiday means that the company has to stop its work and if it works, for example, not only in Lithuania, but also in the European Union.

“Consequently, those holidays that are only in Lithuania immediately cause a lot of inconvenience. “Another thing is to look at what is better, whether it is to give employees more annual leave or more holidays, the first option is better, because then the employee and the employer can reconcile and leave when it is best for both parties.”
