But if you look at how political parties are formed, they can also develop outside. of parliament, they can also develop from parliament. That is the potential, but I would say that creating some kind of political organization is a matter of how fruitful it will be, because it requires a huge amount of resources in the first place, financially. Probably, the best way would be to unite with a weaker political force or an emerging political force, if there are points of contact and thus build that political entity ”, says the political scientist.

However, the financial resources for the newly formed parties, which have factions in the Seimas, are guaranteed by the amendments to the Political Parties Law approved in October 2018.

According to them, if a new political party with a faction in parliament registers after the Seimas elections, money from the state budget should be allocated for its activities. They will be equal to the credits allocated to the smallest parliamentary party last year, multiplied by the ratio between the number of members of the political groups of the new parliamentary party and the least funded parliamentary party.

The funds are allocated until the first Seimas elections after the registration of a new party. If a political party that receives money from the state merges with another party that receives funds from the state budget in the same calendar year in which the funds were allocated, the funding of the new political force will be terminated.

The Central Electoral Commission distributes budget funds to political parties twice a year: on November 15 and April 15.

In other words, as the spokesperson for the Central Election Commission Indrė Ramanavičienė explained, when a parliamentary faction is formed and a new political party is formed, then it has a subsidy until the next Seimas elections.

If members of a political group join a party that is already active but does not receive a grant, that party would not start receiving it, regardless of whether members of a parliamentary group join it.

This amendment was started by social workers who split from the Social Democrats, who formed a new party after the split, but did not have the money to stand in the elections.

In Lithuania, the support of legal persons to political parties is prohibited and natural persons can allocate 1% to political parties. of the personal income tax paid, or to allocate up to 10 average monthly salaries in the country during the political campaign, but may not exceed 10%. the income of that person per year, and the sponsor must necessarily declare his income. Party members also usually pay a membership fee, but this does not amount to large sums, or parties may engage in various publishing activities to earn income from their assets.

In the absence of the opposition to rescue the social workers, the amendment was adopted by the green peasants, social workers, police and by several votes of the Mixed Group.
