As every year during the festive period, the forces of the prisons were strengthened: the number of patrol cars was increased, inspections and searches were carried out without prior notice of both premises and people, and the prevention group was used with the help of the Department of Prisons.

The officials’ efforts were not in vain: during the implementation of various measures to prevent the entry of prohibited items into places of detention, 120 units were taken in correctional institutions during two festive weeks. mobile phones, almost 100 pcs. accessories for mobile phones and computers (memories, SIM cards, chargers, etc.).

Up to 25 suspected cases of entry of narcotic drugs or psychotropic substances into a penitentiary were also avoided. And more than 150 liters of alcohol did not make it to the prisoners’ festive table: around 130 liters of yeast and almost 25 liters of alcohol and alcohol-smelling liquid.

Alcohol and yeast officers found it not only in lockers, shoe boxes, other locations already known to officers, but also in garbage bags, bathrooms, and sewer pits. Even in the prisoners’ chapel, some hidden plastic bottles with a liquid with the smell of alcohol were found.

Officials also had to deal with finding popular models of small-sized mobile phones in places of detention: because they are extremely small, they are easier to conceal, and because of the small amount of metal they contain, more difficult to detect. . However, prison officials were already skilled and took the phones during the festive weeks not only from the usual hiding places installed in various furniture, dishes, ceilings, floors, food and hygiene packaging, but also from mirrors, vents, chandeliers. , heating grills, table legs, found buried in the patio. on the ground, hidden under the thuja, it was found in the mouth and other cavities of the convict’s body.

During an exhaustive search of a convict, a foreign body was found in the area of ​​the buttocks. Initially, the convict denied the presence of a foreign body in his body, but then agreed to hand over to the officers the “treasures” hidden in the body cavity – not just a black package containing an L8 STAR mobile phone, two SIM cards, but also two more transparent packages with a suspicion of narcotic or psychotropic substances. This fact was the subject of a pre-trial investigation in accordance with article 259 of the Penal Code.

Up to 25 pre-trial investigations have been launched during the vacation weeks into the alleged narcotic or psychotropic substances found during the searches.

Narcotic or psychotropic substances are often thrown into prisons, found in small packages or packages (sewn into clothing, hidden in shoes, impregnated with letters, postcards, paper, etc.), obtained through other inmates with the right to guard or escort people who work in prisons outside the institution, taking them to body cavities.

It is suspected that during the holidays, narcotic and psychotropic substances were mostly detected by the officers in the letters sent to the convicts – several sheets of paper – letters, postcards, etc. they were impregnated with narcotic and psychotropic substances, believing that the officers would not notice.

These materials were also found in a stash in the closet door, a bed mattress, a toilet, a pencil-shaped bottle of deodorant, and even a plug. Inside it, a piece of newspaper with grains of dark plant material was found inside the convict’s bed.

An attempt was also made to deliver narcotic substances to an inmate in Šiauliai remand prison with sports shoes, which were hidden under the sole of his left foot.

This year, compared to the previous year, the Department of Prisons initiated three times more pre-trial investigations under article 260 of the Penal Code. “Illicit possession of narcotic drugs or psychotropic substances for the distribution or illicit possession of very important quantities of narcotic drugs or psychotropic substances” and around 40%. more pre-trial investigations under article 259 of the Penal Code. “Illicit possession of narcotic drugs or psychotropic substances for distribution purposes.”

To ensure that convicted persons are not allowed to have prohibited items in their possession, various complex measures are implemented not only during the festive period. Prison establishments periodically carry out planned and unscheduled searches and inspections of people, objects, premises, persons entering the establishments and their belongings, as well as inspections of entering vehicles. Technical means are also used, in cooperation with the police, to identify and isolate the perpetrators, and patrols are carried out in establishments, especially in production areas.

In 2020, implementing the Economic Promotion Plan approved by the Government of the Republic of Lithuania, part of the funds were allocated for the modernization of correctional facilities: new and repaired existing correctional perimeter security systems (video, alarm, lighting), modernization of internal video surveillance systems, installation of other transmissions to correctional facilities. precautionary measures. These technical measures are expected to strengthen prevention and deterrence of prohibited items.
