At the end of 2019, G. Nausėda, in turn, registered amendments in favor of the SSD, which, among other things, proposed to the intelligence services to legalize the possibility of summoning people to a preventive interview. In addition, intelligence agencies would have the right to inspect personal documents and make administrative arrests. The amendments would also grant SSD the right to receive information that constitutes bank secrecy without judicial sanction. The biggest storm of dissatisfaction was sparked by preventive talks, to which scouts could call Lithuanian residents.

These amendments were initiated by the head of state and prepared by the intelligence institutions themselves: the State Security Department (SSD) and the Second Department of Operational Services (AOTD) of the Ministry of National Defense.
