The President pointed out that so far no law had been approved to regulate the formation of a company, although in 2001 a partnership between a man and a woman was envisaged. the Civil Code has entered into force. Lithuania does not yet have a new Law on National Minorities, which would replace the 2010 Law, which has expired. The issue of gender reassignment is also not resolved, so Lithuania lost the case to the European Court of Human Rights and had to pay solid compensation.
The president stressed that these issues are particularly sensitive and should be addressed in discussions between the authorities and the public and with the greatest possible support.
“Even the most just and noble goals can be overshadowed by actions that increase public opposition. We all have to look for common denominators, speak arguments, not language of anger and hatred,” said the head of state.
The meeting discussed the possibility of imposing administrative responsibility on some of the crimes related to incitement to hatred on the Internet. The president called for more attention to be paid to public education to prevent hate crimes and assistance to victims.
The issues of the reorganization of the prison system and the re-socialization of convicts were discussed separately at the meeting.
The President stressed that the current situation in prisons is unsatisfactory, since most of the infrastructure is not suitable for the execution of sentences, there is a lack of adaptation for the disabled sentenced, and there is a lack of social workers and specialists in resocialization.
G. Nausėda asked what actions would be taken to streamline the re-socialization process. According to the president, it is necessary to improve the infrastructure of prisons, adapt it to the disabled, develop a network of intermediate homes and create other conditions that help convicts to integrate into society after serving their sentences.
Speaking of the Seimas in 2020. The amendments to the Public Procurement Law, which aim to create a more efficient public procurement system based on greater centralization and professionalism, emphasized the need to consolidate the role of the Public Procurement Office in the solution prior to the trial of public procurement disputes.
According to the head of the country, such a provision would not only ensure a better resolution of disputes, but also reduce the burden on the courts.
The president asked the Minister of Justice to accelerate 2020 Presentation and adoption to the Seimas of a package of laws drawn up by the government, which refuses to perform functions that are not typical of the courts, such as divorce by mutual consent, modification of marriage contracts , etc.
Amendments to the Law on Courts initiated by the Head of State are also being prepared, proposing to simplify the model for selecting candidates for judges, to clarify the provisions on conducting remote judicial hearings.
The meeting also discussed the challenges of notarial price regulation, the state-guaranteed legal aid system, and legal education.
