Lietuvos Paštas ensures that all small items that have arrived in Lithuania so far have been distributed and delivered for delivery. New processes will be started: all shipments will be stopped and delivered to the customs of the Republic of Lithuania.
“Just a week before the changes, we had the opportunity to test the data exchange system developed by customs, we have been running the tests to this day. However, such short test times for complex systems do not allow you to feel confident. It is worrying what will happen when the data exchange is fully operational: whether the systems will run smoothly or will be able to process high volume traffic information. Taking this situation into account, we must warn residents: if we find any problems, we will be forced to hold the items until they are removed and the items can clear customs, ”said Asta Sungailienė, Lithuanian Postmaster.
It is recalled that low value packages (up to 22 euros), which will arrive at Lietuvos paštas on July 1, will not be subject to tax; most of them are already distributed on the way to recipients. The new procedure will apply to shipments arriving on July 1. and then. If the package is ordered before the changes take effect, Lietuvos Paštas will automatically take care of the package declaration; the recipient must provide the information required for the declaration.
If the product will be ordered from third countries on July 1. or later, while the shipment is in transit, the recipient will be able to choose the desired method of declaration and payment of taxes; This will be done through the Lithuanian Post Service or independently (through the customs platform / other intermediary). Another way is to pay VAT at the time of purchase. However, it will depend on the email. stores: if this functionality will be installed on it. In this case, upon receipt of the package, Lietuvos Paštas will take care of its declaration.

What is important to know about the upcoming changes from July 1, if the shipment will travel via Lithuanian Post?
Low-value items (up to € 22) will be charged according to the date of their arrival in the Lithuanian post, regardless of when the order was placed. This means that if the product is ordered in May or June, but arrives in Lithuania on July 1. and subsequently, the shipment will be declared and taxed. For shipments with a value greater than € 22, the declaration and payment procedure will not change.
The recipient will be informed of the route of the shipment. After ordering on July 1. and subsequently, the recipient will be informed about the shipment arriving in Lithuania from a third country and its subsequent delivery steps. The messages, depending on the available contact details of the recipient, will be sent by SMS or email. by post or unregistered letter. In view of this, it is recommended to always indicate the mobile phone number and email address. mail (it is necessary to pay attention to whether the data is provided in the corresponding field): this will make communication more fluid, depending on how quickly the recipient reacts to the message and how quickly the shipment is dispatched in the customs.
The beneficiary must choose the method of declaration and payment. There are three possible ways:
via Lithuanian mail. In this case, Lietuvos Paštas will take care of all declaration procedures and pay the fees through it. Upon receipt of the notification of the incoming package, the recipient of the Lithuanian post will have to choose to use the services of the Lithuanian post as an intermediary and provide the information required for the prior declaration;
independently (through the customs platform of the Republic of Lithuania) or through another intermediary (other than the Lithuanian post), the fees will be paid accordingly. In this case, the declaration procedures will be handled by the beneficiary himself or by an intermediary of his choice. If you choose this method, after receiving an information message from Lietuvos paštas, it will be necessary to cancel your brokerage services (attention is drawn; in this case, Lietuvos paštas will apply a package management fee). This choice will only be possible while the consignment is still traveling to Lithuania;
at the time of purchase of the merchandise. The recipient will not be able to choose this method; only possible if the email is the store will have this feature. Import duties will be paid at the time of purchase. While the package is still traveling to Lithuania, a preliminary declaration will be prepared for it – the Lithuanian post will do it.
Import VAT will be applied to all goods (21% of the value of the shipment and its shipping costs). When the value of the merchandise exceeds 150 EUR, an additional customs duty will be applied (it is a percentage calculated on the value of the merchandise; the amount of the duty depends on the nature and classification of the merchandise).
Additional fees are also calculated: brokerage fee (paid to Lithuanian post or other selected broker. Each broker applies its own fixed fee); Package management fee (payable to Lietuvos paštas if declared independently or through another intermediary).
Lithuanian Post from July 1. will apply updated brokerage rates (currently a rate of € 8.69 is applied to all shipments over € 22). For low value shipments up to a value of € 150, a brokerage fee of € 3 will apply.
Shipments to be declared outside of Lithuania Post will also be subject to the shipping administration fee. It is intended to cover the costs of storage, processing and transmission of information to customs: EUR 2 for declarations made independently or through another intermediary, EUR 1 for import duties paid at the time of purchase (this charge will not apply until October 1).
Lithuanian shipping costs must be paid through the Lithuanian Post self-service; Only after payment will the package be delivered for delivery.
