The former Panevėžys County Criminal Police officer and three other individuals are charged with growing large amounts of cannabis while operating in an organized group, the Panevėžys Prosecutor’s Office announced on Thursday, handing over the full preliminary investigation to the court.
During the pre-trial investigation, it was established that in August-December last year, the then Chief Investigator of the Panevėžys County Police Organized Crime Investigation Board, V. O., possibly abused his official position for personal gain.
He is suspected of devising a criminal plan and setting up an organized group, giving instructions and coordinating the group’s activities in the cultivation of large quantities of cannabis.
V. O., along with three other defendants, set up a special room for cannabis cultivation in an agricultural building on a farm in Kelmė district, bought cannabis seeds and necessary equipment and grew cannabis until the police arrested him. Potentially illicit psychotropic drugs were found at the workplace of Mr. O., the police station, and he was also charged with illicit possession of narcotic drugs or psychotropic substances.
According to the prosecutor Mantas Jurkėnas, who led the pre-trial investigation, the two defendants were previously convicted residents of Kelmė district and the third was a young man from Šiauliai district who had been previously convicted.
V. O. worked in the police for seven years, without penalties.
The Penal Code provides for the most severe illicit cultivation of large quantities of cannabis, up to five years in prison. Abuse of service is punishable by a fine or imprisonment of up to seven years.
The illegal possession of a small amount of psychotropic substance is punishable by public works or deprivation of liberty, a fine or arrest.
