With one hand he gave up a couple of hundred euros and with the other he took away significantly higher social scholarships and social assistance benefits, ”he explained.
The student provided an example that, as a full-time student, she tried to register with the Foundation for State Studies, but found that she would not receive social scholarships because she had lost her social support status.
“Specialists from the Department of Social Support of the Municipality of Kaunas explained that the reason was the benefit granted by the Employment Service. Refusing the benefit of the employment service will not help anyone, because “I still have the opportunity to receive an income,” said the girl.
He also suggested calculating what the student said the “income” was.
The Employment Service transferred about 160 euros and exceeded by several euros the amount for which the right to social assistance is lost. Starting this year, social grants are 253 euros and social assistance benefits are 125 euros. So the final result is minus two hundred euros.
Let’s add that, starting in December, COVID-19 benefits will be discontinued, and it will only be possible to claim a social scholarship from March next year, so there is a multi-month ‘well’ overall.
The girl ironically commented that people can start to say what those students are crying here, let them go to work, but at the same time she wanted to draw attention to another important aspect.
“It is possible if the student is understood as a cheap source of unskilled labor and the most important criterion is a higher education diploma, but not the quality of the studies. That is, we have to decide what we want: graduate “personnel” or specialists. Or maybe there is no need to play with supporting “welfare state” studies and ideas at all?
The only criterion is if the conditions are met
Milda Jankauskienė, spokesperson for the Employment Service (UT), noted that registered persons who meet the prescribed criteria during the job search period can apply for social unemployment insurance and job search benefits, including students.

According to her, the job search benefit is granted when a person meets the following conditions: they have been granted the status of unemployed, the unemployed person does not participate in active labor market policy measures at the time of requesting a benefit for job search and decide to grant this benefit.

Aida Žemaitytė-Budnikienė, chief specialist of the Communications Division of the Ministry of Social Security and Labor, commented that if a student enrolls in the UT, acquires unemployment status and applies for job search benefits, this additional income is credited partially when assessing whether a person or family is deprived and receive social benefits.
“A social scholarship is indirectly linked to the receipt of social benefits in the sense that these scholarships are awarded to students from low-income families or to poor single resident students when they are not included in the family by age. If the student himself is in a situation of indigence or his family is socially disadvantaged, he receives a social grant of 253 euros from the State Study Fund.
The student has a choice: he is looking for work and receives a subsidy to look for work, or he is studying and has social deprivation and / or receives a social scholarship from a low-income family. This is due to the fact that state funds are limited and support cannot be duplicated or unreasonably allocated, ”he noted.
However, it was noted that municipalities that provide social financial support have every opportunity to assess the situation of a particular student or their family individually.
“In cases where a person’s income does not exceed the limit established to receive social benefits (137.50 EUR) by more than 50% (that is, 68.75 EUR), the municipal administration, having inspected the conditions of life of the people and prepared an inspection report on the home and living conditions, may grant social benefits on an exceptional basis.
