Representatives from the Education and Science Trade Union, the Solidarumas Education and Science Trade Union, the Lithuanian Union Confederation of Higher Education Trade Unions and the Sandrauga trade union helped sign the agreement agreed with the Ministry of Education and Science on Friday.
After the signing, the Minister of Education, Science and Sports, Algirdas Monkevičius, presented what was agreed and what will have to be taken into account when drawing up the budget for next year.
If the economy grows, so will wages.
“In this agreement, we envisioned that further improvement in conditions would be linked to the growth of the Lithuanian economy by putting a fuse in its place: if the economy slows down, teachers’ salaries at least would not deteriorate. But if the economy grows, wages would increase proportionally, “he said.
In order to attract young employees to the education system, according to the minister, an equal basic salary will be introduced for teachers.
“And for those teachers who have more experience, who have higher qualifications, have more experience, their salaries will be increased separately, according to clear criteria,” said A. Monkevičius.
Salaries for school leaders should change soon, he said.
“We have also received the support of the Prime Minister to eliminate bifurcations in the budget next year and begin to systematically increase the salaries of school leaders, not through bonuses and bonuses. This would require 18 million. .

This year, in order to interest applicants in pedagogical studies, they were awarded scholarships of 300 euros. A. Monkevičius said that the scholarships should also be paid in the future: “The unions support this idea by promoting a scholarship of 300 euros, and in the future it should of course be maintained in full.”
The education unions signed the branch’s renewed collective agreement a few days before the Seimas elections, the agreement will have to be implemented by another government, but the Minister said he did not link the signature.
Education cannot fluctuate with a change of government.
“Education cannot fluctuate after a change of government. It is this agreement that is a certain guarantee that there will be no waves, in order to ensure the continuous improvement of conditions,” taught A. Monkevičius.
Salaries will depend on financial forecasts
Egidijus Milešinas, president of the Union of Education and Science, assured that the collective agreement must be renewed every year beginning to form the budget for the next year.
“The long-term goals are to agree <...> It is clearly written that in 2025, the average teacher salary will be 130 percent. Vytautas Magnus University, researchers – 150 percent. VMU. This has been agreed and it does not matter what type of government comes ”, he emphasized.
It is true that the union leader indicated that this year, after the change of government, the terms of the agreement will be reviewed.
“In December, I think that perhaps with the other government, the points will be reviewed and finalized, taking into account the financial situation, all the forecasts of the Ministry of Finance and the Bank of Lithuania,” said E. Milešinas.
According to him, the agreement agreed not only to introduce the basic amount of teachers’ salaries, which would not change during the crisis, but also to increase funds for preschool education and educational assistance.
“It is committed to increasing funding for preschool education and educational assistance in accordance with municipal budgets each year,” said E. Milešinas.
The next contract is online
ŠMSM is negotiating another collective agreement in the field of education with another union of Lithuanian educators, led by Andrius Navickas. Contract project (which you can access here) still evaluated by the Ministry of Finance and Social Security and Labor, and it is not yet clear when it will be signed.
“We want to talk and talk to another union, but that process is still underway, but it does not end with any agreement,” said A. Monkevičius, saying that he could not answer the question why.
“We have proposed mergers; it would be much stronger and beneficial if the unions were to merge in a collective agreement,” said the minister, although he did not rule out the possibility of drafting a separate agreement with A. Navickas’ union, although it was similar to the one that just approved.
On Friday, the renewed collective agreement on education, adjusted in 2019, was signed for the first time in 2017.
