As portal lrytas.lt Tomas Vytautas Raskevičius, member of the Freedom Party and president of the Seimas Human Rights Committee, confirmed that the main red line that the initiators of the project will not allow to cross is the maintenance of dignity, which would recognize the civil status of the partners.
There is slightly less clarity on the question of ratification of the Istanbul Convention, which the rulers may not initiate at all in the next fall session, and promises to address domestic violence through amendments to existing laws.
Will invite to discuss
The amendments on the legalization of gender-neutral alliances introduced in the Seimas in May did not even pass the presentation stage: the Law of Alliances had only three votes. After the first failed attempt, representatives of the Freedom Party promised that the law would return to the parliament hall in the fall.
The governors have decided that society is already overloaded with energy right now, so don’t rush and wait for better times like November or December.
“Due to a specific date, there will certainly be no such conversation, but, as the president of Seimas also said yesterday, in the fall session, under the appropriate circumstances, the project will return.” In the coming months, we want to create various discussion platforms on the need for this law and the expected legal regulations “. lrytas.lt TVRaskevičius said.
The governors have not yet drafted an updated association bill. This is what is planned to be done through discussions. They intend to include both the opponents in society and in the Seimas.
“When we presented the project in May, there was an accusation that the project was hurriedly registered, there was no discussion. We want to create a platform for this discussion. They accused us of not speaking. But, you see, the conversation is like this: we presented the project and some of its details are being discussed.
On the other hand, it seems to me that a situation has arisen where an opposite side will say that such regulation is not necessary at all, and the other side that we have been prepared for such regulation for a long time and there is a great need for it in the society.
I very much hope that these discussion platforms are about regulation, not about the principle itself ”, expected the parliamentarian.
According to TVRaskevičius, representatives of the Church should also be invited to the discussions: “The Church will surely receive invitations, will be able to participate and express its position. I don’t see any problem with that. Other religious communities may be involved. The debate is for everyone. “
Named the red lines
However, a member of the Freedom Party assures that it will also have red lines: the Association Law must remain dignified and guarantee the members the recognition of civil status.
“Our main red line is that the partnership law must be dignified. The partnership law gains dignity by the fact that it recognizes the marital status of the partners. This means that, in the law, they become close and related people. Any other offer, such as joint venture agreements, does not pass this dignity test.
And due to the details themselves, the scope of the rights and obligations granted by the Association Law, a discussion may take place ”, explained TVRaskevičius.
The initiators of the project say they will heed the statements of President Gitanas Nausėda. The head of state has admitted that he would not have signed the Association Law presented to the Seimas in May if the Seimas had approved it, because the amendments to the law almost “leveled the definitions of marriage and partnership.”
What is the situation with the Istanbul Convention?
Meanwhile, the question of ratification of the Istanbul Convention remains vague. I may not make the Seimas schedule in the fall session. Neither Freedom Faction nor the Seimas Human Rights Committee will raise this issue in the fall session unless other politicians take the lead.
“With regard to the Istanbul Convention, the prerogative of the President of the Seimas is foreseen. She presents this project to the Seimas and she will decide when is the right moment,” said the portal. lrytas.lt taught by TVRaskevičius.
Although the Freedom Group and the members of the Seimas Human Rights Committee do not intend to raise the issue of ratification of the Istanbul Convention in the fall session, the issue of domestic violence will remain on the Seimas agenda, as Appropriate amendments are awaited from the Ministry. Social and Labor Security:
“For me, as president of the Human Rights Commission, the most important thing is that the reforms to the Domestic Violence Law presented by the Ministry of Social Security and Labor, which provide for the so-called separation order when an abuser is eliminated from” .
According to the country’s Constitution, the fall session of the Seimas begins on September 10 and ends on December 23. Parliament may decide to adjourn the session.
