Deputy Minister: the Board will decide on the responsibility of the Head of Railways of Lithuania

According to Valdas Klimantavičius, the Ministry has already submitted to the Board the audit material of the tender for the two-year railway section Kaišiadorys-Klaipėda and the electrification contractor of the Vilnius crossing to draw conclusions.

“Here is the competence of the board regarding the appointment or non-appointment of the head of administration. We sent the material to the institutions and the board so that it could assess the situation and present its conclusions,” V. Klimantavičius told BNS.

Furthermore, according to him, the ministry has hired an agency that will have to select four new independent members of the Lithuanian Railways Board: this year, according to him, the three-member term is ending and one position is vacant.

“The board is not fully staffed because one member left. The terms of current Board members end differently: some end this year, others end several years, depending on when they were elected to the Board,” said the Vice Minister.

He assured that the four new members of the board will be independent.

However, Mantas Dubauskas, representative of Lietuvos Geležinkeliai, told BNS that the mandate of the entire board, which has six members, will end in December this year.

The Lithuanian Railways Board now has five independent members: its chairman Romas Švedas, Monika Rimkūnaitė-Bložė, Rolandas Zukas, Alditas Saulius and Matsas Hansonas and a representative from the Ministry of Transport and Communications Povilas Drižas.

Another member, German Christian Kuhn, resigned from the board on March 1 of this year.

All independent Board members, with the exception of M. Hanson (joined in August last year), were appointed by then-Minister of Transportation and Communications Rokas Masiulis in December 2016 and beyond.

The Ministry’s audit of the electrification tender won by the Spanish company Elecnor found that several railway sections were unjustifiably combined into one project, which prolonged the project and increased its cost.

Minister Jaroslav Narkevičius then said that those responsible for the inefficient tender and the most expensive project would have to respond, but the change of the company’s board was not being considered.
