Bribery case in Mažeikiai district municipality comes to court: 3 officials charged

According to the Prosecutor’s Office, in this case, the Social Democrat Bronis Kryis, a member of the Municipal Council of the Mažeikiai District, Sandra Ramanauskiene, Head of the Strategic Development and Investments Division, and Alfonsas Žiulpa, Head of the Local Economy Division, were charged with bribery. The crimes could have been committed while B.Križis was the director of the municipal administration.

Three representatives of private companies and companies operating in Vilnius and Mažeikiai are charged with bribery of municipal representatives. The director of another company pleaded guilty and was released on bail.

A representative of a company will be tried for bribery, although he did not give bribery, only S. Ramanauskiene was consulted on the conditions of public procurement. The Penal Code stipulates that only people who have promised or accepted a bribe can be tried.

During the pre-trial investigation carried out by the Special Investigation Service, it was established that the representatives of the companies bribed the employees of the Mažeikiai municipality in order to guarantee exceptional conditions for their companies to obtain various public tenders related to updating and information systems maintenance, infrastructure management, construction, repair and education.

Law enforcement agencies have collected data suggesting that the bribes could have occurred in the fall of 2018, their amounts could range between 2 and 10,000. euros. In some cases, municipal representatives can be bribed directly, in others, the bribes can go through several people.

The total amount of bribes can reach more than 27 thousand. euros.

According to the Prosecutor’s Office, all the accused deny their guilt or refuse to comment on the circumstances established during the investigation.

This pre-trial investigation was reported by police last fall, and then all the suspects were arrested. Subsequently, by court decision, S. Ramanauskienė was removed from his post for six months and A. Žiulpa for two months.

B.Kryžius was a long-time director of the Mažeikiai municipality administration; he held this position from 2003 until April last year, when the composition of the municipal council changed after the elections and the Social Democrats remained in opposition.

B.Kružius has been elected to the Mažeikiai District Council since 1995, has served as deputy mayor, in 1997-2000 he was district mayor.

Following police accusations against the politician, the Social Democrats suspended his party membership.

The criminal case will be heard by the Šiauliai Regional Court.
