However, I. Šimonytė clarified this message from the Presidency, stating that there was no such agreement. The opinions of experts on the different positions of I. Šimonytė and the Presidency differ.
Mykolas Romeris University (MRU) associate professor, reviewer Virgis Valentinavičius, believes this discrepancy was determined by the fact that the Presidency and the Prime Minister-designate have different perceptions of the ministerial appointment process.
According to the observer, the President has lowered the technical-bureaucratic level by “examining” the candidates, and I. Šimonytė adheres to the political level and realizes that she will have to take responsibility for the work of the Government.
For his part, Mindaugas Jurkynas, a professor at the Faculty of Political Science and Diplomacy at Vytautas Magnus University (VMU), believes that the president’s meeting with the prime minister-designate on Tuesday was more informative and did not express the final position of G. Nausėda. The political scientist is convinced that the final decision will be made by the head of the country only after a meeting with all the candidates.
V. Valentinavičius: The Presidency and I. Šimonytė understand the appointment process of ministers differently
V. Valentinavičius believes that the different messages released by the Presidency and I. Šimonytė about the search for new candidates for ministers indicate a growing conflict between the head of state and the designated prime minister.
“In my opinion, there is a growing conflict over how the Presidency and the Prime Minister designate understand the process of appointing ministers. The representative of the President mentioned the word competence and I. Šimonytė spoke of the Government as a coalition work. Consequently, the president emphasizes competencies in a specific field, and I. Šimonyte is interested in the general political landscape: to what extent this government is politically capable of fulfilling its tasks, ”V. Valentinavičius told Eltai.
The MRU associate professor believes that G. Nausėda, by criticizing the competencies of the ministerial candidates, is trying to evade the obligations of the ruling coalition to the voters.
“The impression is that the president is ‘holding on’ to so-called powers, and when it comes to powers, it seems to mean a way of circumventing the political commitments of the ruling coalition to the electorate. Because I. Šimonytė, in coordination with the coalition, selects its ministers to implement the programs that the parties defended during the elections voted by the voters, while the President talks about the competencies of individual areas ”, pointed out V. Valentinavičius.
“If this is a way to get Mr. Arūnas Dulkis out of the game, because he has no specific medical competencies, it is difficult to understand, and then I would understand why I. Šimonytė is opposed,” he added.
V. Valentinavičius also believes that I. Šimonytė must not give in to the influence of G. Nausėda in this situation, because he will have to take responsibility for the work of the Government.
“And what is the point of her coming down? She, as Prime Minister, will be ultimately responsible for the Government and her work, so if there are ministers who are not politically suitable for her, but who are somehow They suit Mr. Naus Mrda, how will you need to work with them? How will you have to take responsibility for all the work of the Government? “asked V. Valentinavičius rhetorically.
“She has to form the government herself, and the president can reject any candidacy if he gives serious reasons. But those reasons must be political, not formal bureaucratic,” he also emphasized.
The MRU associate professor also emphasizes that the lengthy bureaucratic approval process for ministerial candidates is detrimental to the state, as it prevents the new government from getting to work faster.
“And we do not hear serious and clear reasons why this is happening and why some candidates are not suitable, other than some abstract comments about the competitions,” he said.
V. Valentinavičius emphasizes that if G. Nausėda rejects the candidacies of ministers that he did not like without solid arguments, the President will have to personally take responsibility for the delay in the formation of the Government.
“No one doubts that I. Šimonytė wants to get to work faster, because everything is burning, but on the other hand, he can only work with those people he trusts and the coalition trusts. It would be good if the president understood that ”, he concluded.
M. Jurkynas: this is not the final decision of the president
Meanwhile, M. Jurkynas points out that the President has not yet met with all the ministerial candidates, and the meeting with I. Šimonyte, he said, was of a more informative nature. For this reason, the political scientist of the University Vytautas Magnus believes that the president has not yet made a final decision on which candidates to appoint ministers.
“I think there is no final decision here, just information that some of those candidates may not match the president’s vision and his idea of what should be in government. Because the president has constitutional powers and responsibilities to contribute to the formation of the government. It is natural that I. Šimonytė now has time to discuss the conversation with the president and his opinion both in his party and with the coalition partners, “M. Jurkynas told Eltai.
However, the VMU professor claims that the conflict between the president and the designated prime minister could arise if the prime minister decides to resubmit the nasty ministerial nominations to the head of state.
“It would be a conflict if the prime minister refused to approve the changes that the president wanted and left the same candidates. Then we would have a conflict situation. If not, then there would be no such conflict situation, because certain compromises would be sought, for For example, some candidates would be changed, others would not, ”he said.
However, University political scientist Vytautas Magnus says the Presidency discussed the possibility of finding new candidates with I. Šimonyte at least tentatively.
“If the president says so, then there could have been such a consensus. I think at least it has been discussed that in case of any disagreement compromises will be sought or candidates will be sought: there will be some left with whom the president does not agree, but others may I think this is a natural formation of the Cabinet of Ministers with the participation of the President, “he said.
