On January 6 and 20, the Seimas Board annulled its previous decisions, which established a specific salary coefficient for public officials of political trust: parliamentary assistants, advisers, faction rapporteurs, advisers to the vice president of the Seimas and the leader of the opposition .

From these coefficients the amount of the official salary is calculated.

The annulled decisions established that the official salary coefficient of the faction rapporteurs is 8.3, the sum of the positions of the advisers of the Vice Presidents of the Seimas is 14 and the sum of the positions of the three assistant members of the Seimas and advisers. it cannot exceed 21.8.

When they were revoked, the statutory wage coefficients remained in force and their maximum limit is much higher than the previous coefficients.

For example, according to the decision of the Board, the official salary of the vice president of the Seimas was 2,478 euros, and now it is possible to increase it to 3,186 euros per month without taxes. The salary of a political group speaker can range between 1469 and 2389 euros.

Requests agreed with the elders of the Seimas factions to increase the salaries of the rapporteurs of the Seimas faction to the coefficient of 9.5 and requests agreed with the vice presidents of the Seimas to increase the salaries of the deputies of the Seimas have already been submitted. Multiplying these coefficients by the base salary of € 177 shows that the salaries of these politically exposed civil servants will increase by € 185 and € 442, respectively, before tax.

For all of them, a supplement for work in the public function is added to the official salary. Its size depends on the size of the official salary: the higher it is, the stronger the supplement.

Requests are flying

According to data from the Seimas Chancellery, in a couple of weeks 134 presentations were received from Seimas members to their assistants and advisers due to the new salary coefficients.

“The petition generally states that the coefficient for a post must be increased to the maximum allowable coefficient of 12,” parliament informed BNS in response.

Ten members of the Seimas wrote proposals to increase the coefficients, but did not use the full “basket” allowed.

Furthermore, parliamentary assistants are exempt from the State Council Law and are allowed to work more than one position, but not more than one and a half. More than 100 people took advantage of this opportunity.

According to data from the Seimas Chancellery, the average of its coefficients is 13.59, or 2405 euros per month before taxes.

Supported by both the ruler and the opposition

According to estimates from the Seimas Chancellery, this massive increase in salaries for political assistants will require an additional 2 million LTL this year. euros.

The salary fund of the political trustees of the Seimas this year amounts to 10.24 million. euros.

After the vote, Prime Minister Ingrida Šimonytė declared that “such cynicism probably did not yet exist in this country.”

At that time, the Seimas members were not convinced by the words of Finance Minister Gintarė Skaistė that in the draft budget presented by the Government, an additional 926 thousand LTL had already been allocated for the salaries of Seimas officials. for personal political confidence and career. euros.

Adding additional allocations to this amount, the Seimas Chancellery salary fund is 2.51 million higher this year. than last year, and it will be almost entirely for the salaries of members of political teams.

Instead of a higher salary, thank you

The increase in salaries for members of political teams is a matter of concern for officials working at the Seimas Chancellery, as there is no more than 10 percent left to increase their salaries this year. additional funds.

In January, evaluations of the work of the employees of the Seimas Chancellery are being carried out.

“When that January arrives and evaluations are made, for ten years the same rhetoric has been used, it is said: not to empathize because there are no funds. And it goes up very little, for example, the coefficient of 0.5, it is about 60 euros with taxes ”, said Mindaugas Skačkauskas, president of the Labor Council of the Seimas Chancellery.

He, together with the presidents of the unions operating in parliament, appealed to the Seimas Board to draw attention to the situation.

According to M. Skačkauskas, employees who receive a “very good” rating are more likely to receive gratitude than salary increases.

“Certainly, an unbearable salary or other incentives provided in the Civil Service Law are offered: a thank you, a nominal gift or additional days off. He noted that the official salary coefficients are also lower for people who work at Seimas than for other employees who occupy the same position.

“When the new version of the Civil Service Law came into force, the coefficients of political trust of public officials, not only in the Seimas, but also in other institutions, increased significantly. Attendees deserve higher salaries

Conservative Parliament Vice President responsible for the Seimas Chancellery, Paulius Saudargas, told BNS that he had already asked his team members to increase their salaries.

“Of course. People really work hard, they earn a lot more than they make. They really are worth a lot,” he said.

According to the MP, politically trusted employees do not count the working hours and workload of a member of the Seimas while they work.

Both he and Andrius Mazuronis, vice president of the Seimas “employee” of the Seimas, emphasized that the Seimas, when allocating additional funds to the Foreign Ministry in December, indicated that they should be foreseen to increase the salaries of employees of political confidence.
