Meanwhile, Vytautas Magnus University (VMU) associate professor Dr. Andrzej Pukštas believes that it is realistic for S. Skvernelis and his comrades to set up a party for November. Even so, the political scientist points out that in such a short time, only a mechanical establishment of the party is possible. According to him, much more time is needed to refine the vision in order to prepare and discuss the party program.

T. Janeliūnas: In November, the party will be established if the members of the LVŽS move to it en masse.

“If S. Skvernelis is already thinking about the future of his party, then that state funding is very relevant. Because it is often said that LVŽS relied heavily on the financial capabilities of R. Karbauskis, and after the separation of S. Skvernelis and his team, who have worked as civil servants for a long time and do not have very large financial resources, the State grant is probably one of the main things, ”T. Janeliūnas told Eltai.

However, according to the political scientist, establishing a new party by November is a challenge, because the Political Parties Law stipulates that a party that is established in Lithuania must have at least 2,000 members. founders. T. Janeliūnas believes that it would be possible to gather such a large number of people for S. Skvernelis and his comrades only if the people in LVŽS were massively transferred to the newly established party.

“Of course, they can meet, but apparently the majority of the party members are expected to be made up of LVŽS, who would already clearly want to elect S. Skvernelis as their leader, and not R. Karbauskis. That is, if not produces a serious departure of party members from LVŽS in such a short time, it would hardly be possible to attract completely new people to the party, because otherwise Lithuanians are no longer willing to join parties very quickly. ”T. Janeliūnas said.

Therefore, the political scientist believes that S. Skvernelis should rush to form a party only if he is convinced that the members of the LVŽS will join the new party en masse.

“If, indeed, S. Skvernelis and his closest comrades already have such ideas that they may intend to move from the LVS to the new party in almost separate chapters, then it is clear that technically it may be time to complete those procedures,” said the political scientist,

In that case, it is at least necessary to plan that main founding congress of the party, to prepare the documents very clearly, quickly, for the approval of the Ministry of Justice. Not all of these parties are successful for the first time, not even with more time. It may be that this party cannot officially enter into force this year, ”he also emphasized.

An amendment to the law allowing a party that did not participate in the Seimas elections and established a faction in the Seimas to apply for a state grant was adopted during the last term, when the “social workers” split from the Social Democrats.

When asked if it is not ironic that this amendment to the law passed at the initiative of the peasants and the “social workers” can now be used by the parliamentarians of the Seimas faction “On behalf of Lithuania” separated from the LVŽS, T. Janeliūnas reminded the Lithuanian saying “the stick has two ends”.

“And indeed, those tests that are done for a very specific case and look very good and fair at the time can actually turn the other extreme and even those negative consequences can have repercussions for the initiators of the correction. A. Pukšto: a state grant would help develop the party structure

In turn, VMU associate professor, dr. A. Pukšto claims that, in theory, it is realistic for S. Skvernelis and his comrades to set up a party for November.

“Everything is possible. Probably, S. Skvernelis has managerial experience and really a lot. He has a large number of parliamentarians, there are 13 of them in total.

“Still, those people like S. Skvernelis, like Tomas Tomilinas, like Rima Baškienė, are family members, they have many connections in the regions, in different cities, in the end, it seems to me that some members of LVŽS could go to them,” he added. .

The political scientist points out that the party differs from a private company or non-governmental organization in that it has its own vision, a program under consideration. According to A. Pukštas, it is only possible to form a party mechanically until November, because considering and perfecting the program or vision, according to him, takes much more time.

“If the goal is to create a party mechanically, in the name of getting a grant, I would probably discredit that group a bit for doing it for very selfish purposes. Because to create a party, to approve the program, some of those discussions are still needed ”, emphasized the political scientist.

“The ultimate goal of the party is still to find its place in the next election, and that round of elections will start in three incomplete years to gain popularity. “Sometimes that rush may not necessarily benefit these politicians,” he said.

On the other hand, A. Pukštas admits that the state grant would help to develop the structure of the newly established party.

“Once the party receives the grant, it will be able to create structures, because everything must be created from scratch. You will probably use that grant to build structures, which is a daunting task. You know, there is no good answer here, because if you spend those years, it is not good either.
