At the consideration stage, 74 Seimas members voted in favor of the amendments to the Law on Tobacco Control, Tobacco Products and Related Products, 10 abstained.
Under the bill, it is proposed to ban smoking on the balconies, terraces, and loggias of apartment buildings when at least one resident of the home objects to smoking.
It is also proposed to ban smoking at covered public transport stops (pavilions), playgrounds and places where catering is provided to serve customers outdoors (at outdoor tables, gazebos, other outdoor facilities), to exception of smoking areas. Under the bill, it is proposed to establish that the owner of a building (apartment) or other natural person who uses the building (apartment) and smokes therein must ensure that tobacco smoke does not enter the premises of the building (apartment) of another owner and the same apartment.
The law is proposed to enter into force in 2020. July 1
It is planned to ban the public display of tobacco products at points of sale.
Following its deliberations, the Seimas also approved amendments to the Tobacco Control, Tobacco Products and Related Products Act, which propose to establish special requirements related to the sale of tobacco products applicable to points of sale.
The amendments under consideration would prohibit the public display of tobacco products, related products and equipment at points of sale.
This prohibition shall not apply to tobacco product stores, tobacco product sections (provided these products are not displayed in the external display cases of these stores or sections), an international port or airport, or crossing points. from the Lithuanian border with third countries, where the goods are sold only from For passengers leaving the Republic of Lithuania, as well as on ships, planes, trains carrying passengers on international routes.
The following information on tobacco products and tobacco-related products would only be permitted to be provided at retail points of sale in accordance with the procedure established by the government-authorized authority:
1) the names of the manufacturer of the tobacco products sold, the products related to tobacco products, the equipment intended for the consumption of these products;
2) the words “We sell” or “We sell”;
3) the prices of unit packages of tobacco products, products related to tobacco products, equipment intended for the consumption of these products or external packages that cover several unit packages.
During deliberations, parliament approved Seimas member Jonas Jarutis’ proposal that the new provisions take effect in 2022. May 1, he states in a Seimas press release.
After the discussion, 76 Seimas members voted in favor of the bill, 23 deputies abstained. For it to be adopted, the Seimas will have to vote again.
