PA Čiočys was born on September 15, 1931 in the village of Poceloniai, Alytus county. 1950 after graduating from Ukmergė high school, and in 1955. and the Faculty of Law of Vilnius University (VU), he acquired the specialty of lawyer.

On issues of labor law, he published 45 articles in the Lithuanian Universal Encyclopedia. He has produced around 100 articles on legal topics, which have been published not only in Lithuanian but also in scientific publications in five European countries.

During many years of social activity in the promotion and development of handball in Lithuania, he received: the medals of the State Committee for Physical Culture and Sports of the LSSR (KKSK) “In memory of sports in the Lithuanian Soviet Socialist Republic” (1980 , 1981, 1987, 1988); Awarded the Medal of Merit from the Department of Physical Culture and Sports (KKSD) and the Lithuanian National Olympic Committee (LTOK) for the 80th anniversary of the Independence of the Republic of Lithuania and the 60th anniversary of the First Lithuanian National Olympiad ( 1998), for Lithuanian sports merit: KKSD Silver Medal (1998, 2001), Honorary Commander of Sports Badge (2006), Order of the 2nd Degree (2016), LTOK “Olympic Star” (2006), LTOK Award “Citius .Altius.Fortius” (2016), personal gift of the President of the Republic of Lithuania, V. Adamkus (2006).

On the topic of the popularization of the hands, he prepared and published the books “50 years of the Lithuanian Handball Federation” (2005) and “Janis Grinbergas .Sporto Maestro” (2010). He has written over 200 articles on handheld gaming in the publication and has translated three editions of the International Handheld Gaming Rules and Commentaries from German into Lithuanian (1994, 2002 and 2005). His informative review article on handball (2013) was published in the Lithuanian Sports Encyclopedia.
