An open letter from a Pravieniškės convict: see the conditions we live in

In his open letter, the convict emphasizes the unsanitary and unsanitary conditions, stating that people do not have the opportunity to wash or prepare food.

Prison officials reply that the person who posted the video did not even live there. It is added that the living conditions were created in accordance with the requirements, and some of the convicted had to change their place of residence due to the COVID-19 situation.

It is emphasized that the person who filmed and made the video public is identified. An investigation was started on the telephone of the convicted person (possibly with which the filming was carried out) and on the entry of prohibited articles into the prison.

Wick problems apie

In his letter, the man describes how the prisoners of sector 2 of the PN-AK of Pravieniškės who work in the farm part, the dining room and the light group conditions live:

“According to the instructions of Director Dainius Sušinskas and Acting Head of the Security Management Division Dainius Ceslevičius, convicts are considered to be in unsanitary and unsanitary conditions, where convicts do not have a dependent inventory: a table, cupboards, chairs, cupboards for belongings and food. They also do not have access to food, although it is a legal requirement.

Although what I’m talking about here … They don’t even have a tap for drinking water, toilet, shower and all the other things they need to maintain cleanliness, hygiene, and a healthy and safe environment. At night, they are locked in rooms where, as I mentioned in the video, there is not even a toilet, water, sink.

And here these prisoners are considered working animals, and what is very unpleasant to admit is that they produce food for all the prisoners in the sector. On whether and where they wash their clothes, I don’t want to delve too deeply. But I want to draw attention to those high officials of the institution who humiliate, torture, disrespect and ridicule even the convicts who work.

I would like to point out and point out that neither the head of the Immunity Division of the Prison Department of the Republic of Lithuania nor the then Minister of Justice Elvinas Jankevičius saw any official misconduct against those officers, but instead awarded the director a medal for justice .

Well, maybe he is right, I do not know what crimes those convicts committed, perhaps they are worthy of so much humiliation, mockery and lack of respect for human rights, but unfortunately I do not dare to judge that. However, from a human point of view, explain and find out to what extent the State can afford to humiliate human rights, oppose legislation and international law, oppose judicial decisions. How much longer?

And finally, when will such violations, breach of the law and evasion of liability be addressed in principle? Rapes by officials sometimes have irreversible consequences for convicts, they harm the state, but investigators do not see any violations, although this is obvious.

The state talks about resocialization, integration, improvement of conditions, but not even the minimum conditions of life are really guaranteed and, often, high officials use their official position not only for selfish purposes, but also to silence the convicts they want show the public the real disorder in prisons.

And about the management of COVID-19, that’s very brief. What are 70-80 percent. the body fell ill with coronavirus and the administration even ordered the condemned to go to work, who felt the symptoms of the disease, could not smell, or taste. Most of those convicted did not attend the tests not because they did not want to, but because the conditions were not assured in the quarantine, they were deprived of the right to call, write letters and leave. They were locked up like pigs in a long-term meeting room, brought in to eat (left at the door), and kept for 10 to 14 days. In addition to the right to buy in the store and the opportunities mentioned above provided by law “.

The changes were also driven by COVID-19

Davienius Sušinskas, director of Pravieniškės PN-AK, told the tv3.lt news portal that he saw the posted video:

“I can tell you very simply. All prisons face the need to quarantine or protect convicts working from a large mass of convicts. We are talking about an agricultural services brigade, which consists of several posts.

There have been cases in which a coronavirus has been found in a prisoner of that squad. Solutions had to be found to separate the prisoners who work in the dining room preparing food. For this, an on-the-job video training class was used.

The video talks about the flaws, but none of the bedrooms have a separate sink or toilet. There are shared toilets and showers everywhere. Each of these rooms should have beds, lockers, and another table. There must be beds and cabinets, which is guaranteed. Therefore, the rights of the convicted are certainly not violated. “

The director of the institution added that the number of complaints from those convicted increased during the quarantine period: “It must be admitted that the main problem has become the prohibition of going out with relatives. Prisoners don’t seem to understand what the quarantine means. Both when sick and in contact. And in freedom, people are limited, and so are they. “

Returning to the published video, D. Sušinskas emphasized that an inspection is being carried out on the entry of prohibited items into the prison territory: “We know who filmed it. I can tell that convict doesn’t even live in that room. He is known, we believe, in this way for trying to provoke the administration. An inspection will be conducted that will answer all questions. “

D. Sušinskas qualifies the situation with COVID-19 as stable. In Sector 1, a convict is sick, in Sector 2, 6 and in Sector 3, none. As for the staff, it is currently 19. However, there are about 800 positions in the prison, so according to D. Sušinskas, this number is not large either.
