An absurd waste of funds in Gargždai: as soon as the asphalt is laid, it will be replaced by another

The Klaipeda district government is turning its head to avoid a curiously absurd loss of budget funds. It turned out that as soon as road users finish building asphalt at one of the main entrances to Gargždai, in a few months other road users will have to break it down and lay a new one.

Money, to score?

The people of Gargždai believed that they had never seen anything so absurd. Road users are currently driving Tilto Street.

The entrance to the Gargždai from the road was dug in summer. The rainwater system is being replaced here.

A large part of the city’s rainwater should be discharged into the Minija River, and after the construction of the new rainwater collection route, another rainwater treatment plant will be built, so even less raw water enter the river Minija.

The construction works of the new stormwater route will cost 495 thousand. euro district budget funds.

Work started in July should be completed in five months. The contest was won and the work is in charge of Terebro.

Contractors are contractually bound to announce completion of works only when the paved road surface is fully restored.

“However, as soon as the contractor completes the construction of the new asphalt, the developers of another project will have to dismantle it again. Such laws. The contractor is resolved only when it is established that all the work foreseen in the contract has been completed, it is documented” he commented. Deputy Mayor of the district municipality of Klaip municipioda Audron Aud Balnionienė.

Construction of the stormwater system should be completed by December 5.

In fact, we already married that company that repairs the streets. It has been communicated so many times.

And the lighting design and sidewalk installation works are currently underway on Tilto Street.

This project will be financed by the Lithuanian Highway Administration, the municipality will contribute only 30%. part of the funds.

“The Highway Administration is committed to launching a tender as soon as the design is completed. Therefore, we hope to have a contractor and start work by next summer. In less than six months, the new asphalt will tear again and the money will be thrown away, “said the deputy mayor. .

Redness again

The Klaipeda district government began preparing for the marches towards the Lithuanian Highway Administration.

However, after lengthy negotiations and consultations, we managed to convince officials in the capital that money should not be wasted in this way.

“We have agreed that the contractors will start the first layer of asphalt and run the traffic. The top layers will not be laid, but they will not be paid. The pavement will be fine, the traffic will be safe.” The project is financed solely by the municipality. The problems must be tackled economically, “said A. Balnionienė.

District leaders said the practice of the builders of some other networks digging up the newly laid asphalt early was a nuisance for everyone.

“We have the same example on Kvietinių street. Rainwater networks and heating routes were planned here. Only when all these networks were installed, the road was repaired and asphalt was built. We know from practice that a new one is being built street somewhere, There are those who suddenly need everything. And where were you when the works were planned? At that time you have to review the old routes, plan their repairs, consider the development of new routes, therefore, there must be a dialogue between the authorities, otherwise new asphalt has to be dug, the sidewalks fall, the holes remain again, people are angry and the money has already been spilled, “A. Balnionien no did not hide.

Right now, Gargždų J.Basanavičiaus street looks similar: the asphalt patches are covering each other, and when driving down the central city street, it looks like you’re plowing.

“We have not even asked about J.Basanavičiaus street, but we have told everyone to build, repair and change everything. We have a ‘hooligan plan’ that we do not speak out loud about. But we hope that next year we can pour asphalt new on J.Basanavičiaus street along the entire length of the street. So we are constantly checking geodetic plans to see if someone has not yet excavated their networks and why they are not excavating them, because then it will be late, “he said A. Balnionienė.

Asphalt missing

Many municipalities are experiencing tense situations due to road repairs. The coronavirus pandemic has dissolved not only state but also municipal budgets.

At the same time, however, asphalt, gravel, and crushed stone plant suppliers are failing to fulfill orders.

“Another curiosity: the rubble for the turn from Klaipėdos street to J.Basanavičiaus street had to be transported from Alytus. There is not only crushed stone, but also asphalt. Let’s look around the county, not only Klaipėda, Gargžda, but also Kretinga they were excavated due to road repairs. “Vilnius is being repaired and new sidewalks are being built. I drove to Vilnius for almost six hours, because there are repairs everywhere. And the asphalt plants have not increased. At the moment we would like to pave one of the streets, but the contractor does not get asphalt, because most of it goes to the road. “.Balnionienė.

At this time, Gargždai himself almost drowned in the trenches of the road users.

In addition to Tilto or Klaipėdos streets, where the rainwater networks are installed, Kvietinių street is also being repaired.

“We promise to finish it this year. New sidewalks are being laid,” A. Balnionienė told the works.

Annoying roundabout

Gargždiškės is outraged not only by the excavated central part of the city, but also by the unfinished roundabout of Pušų and S.Dariaus and S.Girėno streets, which has long been causing drivers a furor due to the uneven pavement.

After the construction of new asphalt on Pušų Street to Gamyklos Street, the roundabout in the residential area was left in pits, although there was smooth asphalt at this location on S.Dariaus and S.Girėno streets before the repair works.

“The contract for the repair of Pušų Street is for three years. The contractor is not late, has done the work on time and has another year and a half before the contract ends. We have made a great effort and asked the contractor to finish the roundabout sooner. “We have married a company that repairs the streets. There have been so many conversations. But they do not violate any law or contract, “the deputy mayor assured him.

This project is implemented by the company “Šilutė Automobile Roads”.

The asphalt pavement at the roundabout is expected to be laid in the next month.

A section from Pušų Street to Žvejų Street will be covered with new asphalt pavement this year. The rest of Pušų Street will be repaired and a rainwater installation service is currently being purchased.

In Gargždai, Žemaitės street is already ordered.

6 new streets will be paved

Project proposals have already been submitted for the reconstruction of Gediminas, Palanga, Saulažolių, Vytenio, Gargždupio and Žibučių streets.

The whole neighborhood will be organized: paved asphalt, rainwater problems will be solved, lanes for pedestrians and bicycles will be installed.

Design solutions are not the same on all streets. Depending on the situation, it will be decided whether to discharge rainwater into ditches or whether rainwater networks are required.

Different solutions are also offered for sidewalks and cycle paths. Pedestrian and bicycle paths are planned to be constructed on Gedimino and Vytenio streets, and sidewalks are being prepared on Palanga, Saulažolių, Gargždupio and Žibučiai streets.
