According to a press release, the state would make further commitments by helping municipalities organize compulsory preschool education for children growing up at social risk. The proposal to amend the Education Law and create preconditions to guarantee early education was submitted by decree of the President of Lithuania.
“When universal preschool education is legalized and the family asks the municipality for a child to participate in the preschool education program, they will have that opportunity,” says the Minister of Education, Science and Sports, Algirdas Monkevičius.
Universal preschool education would come into force gradually: from 2023. – 4 years for children, 2024. – 3 years for children and 2025 – For children of 2 years. Universal preschool education would provide opportunities for all families to flexibly combine family and work responsibilities and participate more actively in the labor market.
Currently, only seven countries in the European Union (Denmark, Germany, Estonia, Latvia, Slovenia, Finland and Sweden) and Norway provide access to pre-school education immediately after the termination of parental leave.
It was also agreed that the State would assume greater responsibilities in helping municipalities organize compulsory preschool education for children who grow up in conditions of social risk. Municipalities would take care of this and education would be financed from the state budget. According to preliminary estimates, about 800 thousand LTL should be allocated from the state budget for the needs of the children who will be assigned to compulsory preschool education next year. The government also supported Minister A. Monkevičius’s proposals to legalize a two-year preschool education program beginning September 1, 2023. A child would start a preschool education program when he turns 5 in that calendar year, and will reach the first grade when he turns seven in that calendar year, as he is now.
The possibility of completing preschool education in one year would be maintained. At the request of the parents (guardians) and after evaluating the child’s achievements in accordance with the procedure established by the Minister of Education, Science and Sports, the six-year-old could become a pioneer after one year.
