The Sendvaris Eldership on the outskirts of Klaipėda city includes 22 villages. It is one of the fastest growing areas. Klaipeda even jokes that this is another residential area of the port city. In 2013, only 5,000 were registered here. population, this number is now approaching 12 thousand.
The accommodation here is attractive, despite the fact that in the morning the street leading to the city is flooded with traffic jams.

Busy streets, no sidewalks
After the disaster, the residents of this nursing home took to social networks and began to write for journalists. People have assured them that they have repeatedly approached local authorities about streets that endanger pedestrians and other road users.
“The Klaipėda District Municipality, despite complaints from residents, allows new construction without guaranteeing any additional infrastructure necessary for safety, there are no sidewalks or crossings for a whole kilometer. I am sure that today’s tragedy occurred due to the extremely negligent attitude of the Klaipėda District Municipality to ensure the safety of the district infrastructure as it expanded, ”he said. 15 minutes by Ieva Sriebaliutė.
Asta Remeikienė, who lives near the site of the disaster, said the sidewalk issue is an outdated problem. A new church is being built from the Palanga highway, but it would be necessary to reach it on a busy and unsafe street. There have even been sarcastic comments that the trip to this church may turn out to be your last.
“Starting from the street next to the church, the same Smeltaitės street, the Ežero street that leads to Radailiai, the Liepų street in Ginduliai – sidewalks are missing everywhere. The school bus drops the children directly on the street. On Smeltaitės street, where the disaster occurred, the parents built bridges over the ditch to prevent the children from falling, ”said the interlocutor.

According to her, residents could not even achieve something as simple as repainting the crossing at the Slengiai multifunctional center. The answer was that the company that had to do the work went bankrupt.
The old ones do not spare the criticism of the developers of the new neighborhoods, who “try to pack as many boxes as possible in a small space and do not think about infrastructure and security.” The arrows of anger also fly towards the district government, allowing for intensive construction.
Mayor: “This year alone – 1.4 million. euros “
The mayor of the Klaipėda district, Bronius Markauskas, who himself lives in this nursing home, agreed that infrastructure is one of the biggest challenges.
So this year alone, it is promised to invest around 1.4 million. euros. In addition, this year we have received more than 900 thousand euros from the Ministry of Energy for the modernization of the entire lighting network in the district, the municipality will also provide a second, so it is planned to renew the lighting in the 11 elderly within two years. The development of the district lighting is also planned in the future, ”said B.Markauskas.
He noted that part of the roads that cross this territory, as well as those where the accident occurred, belong to the Lithuanian Highway Administration. “It is a challenge, but we are looking for ways to tackle it. One of them is the contribution of the municipality itself to the repair of these roads,” explained the mayor and gave Priekulė as an example. Another option being considered is to appropriate these roads into the township Changing the owner would also simplify the job requirements.

The head of the district recalled that a request had been received for the removal of the speed limit hills on the road where the accident occurred, but that request was not answered.
After Tuesday’s tragedy, the municipality again appealed to management to consider installing a crossing.
Commenting on the situation in neighboring Ginduliai, where residents do not reach the sidewalk, the mayor assured that the procurement procedures are currently underway and that offers from potential suppliers are being evaluated.
B.Markauskas and the settlers urged to delve into what developers in their neighborhood offer and not allow them to evade obligations to develop infrastructure.
The Highway Administration does not see the danger
Aivaras Vilkelis, Director of the Department of Innovation and Planning of Transport Infrastructure of the Lithuanian Highway Administration, stated that the residents of Slengiai are really active and have received several letters from them. The installation of a new crossing was requested in the village of Klemiškės II on the Slengiai-Baukštininkai pedestrian and bicycle lane, crossing lighting.
No request was received to install a crossing in the section where the disaster occurred. On the contrary, the abolition of speed bumps has been called for. However, the request was rejected.

Before this week’s tragedy, there have been no credit cases injuring a person in the last four years.
Could not connect to Klaipeda
For some time, the residents of the Klaipėda district, Slengiai, sought to become citizens, join the borders of the Klaipėda city municipality.
A survey was started in 2018. 226 defamations attended, which is 26.8 percent. all registered adults in this town near the port city. Of these, 132 were in favor of connecting the settlement with the city and 94 wanted to remain part of the district. Members of the Klaipėda City Council supported such an initiative from residents, but not from the district.

In May, the subject of the territorial review was in the Seimas. However, MPs did not support the merger. One of the arguments is that there were very few people in the survey, although the legislation in force at the time did not stipulate how many people in the district had to participate in the survey. Also missing were the positions of adjacent places, Ginduliai, Klemiškės and others.
The laws now promulgated provide for the redesign of municipal territories under stricter conditions: the number of people to participate in the survey has been established, economic indicators have been established, and the contribution of the population to the creation of GDP has been established.
