Smoking has already been banned in 500 Vilnius apartment buildings. LNK news journalists visited one of them. Smoking is not permitted on the balconies, but smoking is not prohibited in the apartment building’s dryers.
However, due to ignorance or respect for non-smoking neighbors, apartment dwellers do not appear to be pulling smoke into the dryer.
Residents of the apartment building say they no longer see smokers on the balconies. But it smells.
“Sometimes it feels like ventilation in the kitchen,” said a resident of the home.
Therefore, it is better for the residents of the house to smoke on the balconies.
Vaitiekus, a resident of another apartment building where smoking is prohibited, says the residents of the house are disciplined and the smoke goes elsewhere. However, he recalls with horror the days when it was still possible to smoke on the balconies of the house.
“A smoker on my 11th floor smoked a cigarette in my apartment. It is still good to have a wife, I was already unconscious. The carpet started to burn on the balcony, smoke everywhere, ”he recalled.
Iván, a resident of the apartment, smokes himself, but always goes to the patio to blow the smoke. And his neighbors came up with a way to avoid fines for smoking on the balconies.
“It just came to our knowledge then. And in the bathroom, in the toilet, the smell comes out everywhere. I heard people started smoking on the stairs too,” Ivan said.
And this is where the loopholes begin. If smoking is prohibited in the apartment building, you cannot do so on your balcony. But you can smoke a cigarette through the apartment’s open window, just like smoking on the apartment’s common balcony.
“Smoking is not allowed in public areas. However, with shared balconies, the situation is a bit more complicated. The ban is valid, as established by the Seimas, on a balcony belonging to a specific person. And that legal loophole it has been left with the common-use balconies, ”Gintaras Leperskas, head of the administrative activity department of the Vilnius city municipality, told LNK News.
You can also smoke at home, then all the smoke that you blow into the rooms goes through the ventilation.
“When the Seimas introduced the ban on smoking on the balconies of apartment buildings, it also imposed an obligation on apartment owners to ensure that the smoke did not spread to other apartments. But the Seimas did not determine how it should be done, how institutions should control it, because he probably didn’t imagine how it could be done in reality, ”said G. Leperskas.
So far, the Vilnius City Municipality has not received any complaints about smoking on the balconies. If you want to complain to an unruly neighbor, you must first take a photo or video of him, and pass the material to the municipality or the police.
More clouds gathered over the heads of smokers: tobacco became more expensive. You will need 13 cents more for a pack of cigarettes, 17 cents for a pack of cigars or cigars, and 42 cents for tobacco smoking.
