A resident of Čekoniškės near Vilnius contacted the Delfi editorial office. He said that on March 25, his email. he found in his mailbox a letter from the State Tax Inspection (STI) stating that he had been fined for speeding.
After joining the E-Police system, the man saw two fines being imposed, all for speeding at the same location, on the new speedometer in Čekoniškės. During the night, said the interlocutor, another fine arrived, and all the others arrived on time. A total of 11, one of which was a misdemeanor with a company car.
“It seems that all the fines have been in accordance with the infractions committed. Everything now, the first, for December 2. Speeding. And it is bad, because first of all, declaring that the speedometer has a preventive function is null: you drive for a few months and only then do they remind you that you have committed a crime ”, emphasized the interlocutor.

He also added that the speedometer does not flash when a violation is detected, so the driver is not warned that he has violated the Road Traffic Regulations (KET), even with a slight flash. According to the interlocutor, the meter is highly calibrated and detects a speed of 11 km / h. more than allowed.
“What bothers me the most is that at the same time I had to drive down Vilnius Pilaitė avenue, where there is also a new speedometer that works in test mode and flashes intensely. It immediately reminds you with its flashes that you are committing a violation, that you are driving too fast. And there is nothing here, “he wondered.
The man said that most of the fines were minimal, the state would have to pay 6 euros each. This amount of the fine, according to him, also makes you wonder if its administration will not be more expensive for the state than that money will go into the budget.
Two years is a period of “dinosaurs”
“I do not say anything, I mean, I am guilty and I do not want to argue about the imposition of fines. However, the very principle of operation is confusing, that the crime is not immediately warned ”, the interlocutor did not hide.
He says he has heard police officers say that the deadline for such fines is two years. Still, a man calls a dinosaur for so long that he can be fined for speeding.
“It’s a legacy from the days when protocols were administered by hand, police officers sat down and did it. Now the system is automatic, ”he wondered.
Minutes of almost 40 thousand.
As Delfi wrote, the speeding protocols in Riešė, which had started to navigate by the hundreds, confused the city’s inhabitants. The speedometer found there is installed near the gym, where the permitted speed is 30 km / h.
As explained by Ramūnas Matonis, Head of the Communications Department of the Police Department, the owner of such a stationary speedometer is a state-owned company – the Lithuanian Highway Administration (LAKD).
“To the best of our knowledge and belief, this meter was not linked to the Registry of Administrative Offenses, so the data could not be processed, and as soon as it was recorded in the registry, it was automatically processed and sent immediately to the violators “he added. commented the interviewee.
According to R. Matonis, from 2020. October 27 until this meter. March 28 (inclusive) of this speed measurement device, 37,430 infractions of road traffic regulations (KET) have been registered in the Registry of administrative infractions.
There are 70 such facilities in various
According to Saulius Jansonas, Communication Manager of the International Communications and Communications Division of the Lithuanian Highway Administration (LAKD), all speed measurement devices and other violation recording devices installed on Lithuanian roads last year work with the same principles.
Last year, LAKD installed 70 such meters. All meters, LAKD specialists explained, do not blink – this is one of the technological innovations. Instead of a flash, infrared lighting is used here, which is not visible to the human eye, so the drivers are not blinded.
“The meters are generally installed in places where there is an increased risk of injury to vulnerable road users, such as settlements near schools, crossings or intersections, educational establishments, religious gatherings, dangerous intersections, pedestrian crossings and other relevant objects where it is likely that there are regular pedestrians that occur and / or flow cycles ”, explained the specialist.
Several other functions are enabled for the meters. 70 new-generation devices record speeding in both directions, in addition to capturing drivers whose vehicles are no longer inspected. Those who do not have current civil liability insurance, as well as those who do not pay the road user fee, will also be immortalized.
