Unfortunately, after working with the support of the European Union for many years, I was convinced that this response was unfair and that the decision makers simply did not provide complete and correct information to the city council.

Gintaras Neniškis wrongly informed the council: “The Central Agency for Project Management was consulted prior to the preparation of this council decision and the fee is not an economic activity and has nothing to do with reimbursement.”

After the council’s decision, I asked the Central Project Management Agency for detailed information on the support received for the installation of parking lots in such a complex management of apartment buildings, as well as the target integrated territory of the city of Klaipeda. According to three ongoing projects:

  1. Comprehensive development of services in the target territories of the integrated territorial development programs,

  3. Conversion of Soccer School and Swimming Pool Building, Phase I;

Taking into account this and the information provided by you on the taxation of the parking garages installed during the execution of the Projects, it is estimated that the funds for the local parking fee will be considered as operating income of the project and the Projects will be classified as income. generating projects.

After evaluating the calculations and determining that the project performs net income resulting in an overpayment of funds, a recovery decision will be made. The decision will be administered in the Regulation for the Administration of Reimbursable and Refundable Funds, which will be approved by the Minister of Finance in accordance with the established procedure.

In human terms, the Klaipėda City Council has been pushed into the following situation: we have expanded the parking area, but we will not get any benefit from the budget.

On the contrary, it will be necessary to account for each area in which parking spaces financed by the European Union are provided, to deduct costs, that is, the amounts spent on maintaining those spaces and any surplus, that is, return the net income to the agency. Because it is simply not possible to get the support of the European Union for five years.

The most interesting thing is that in the neighborhoods of Rumpiškės and Kaunas streets, where parking spaces are installed, the neighbors themselves maintain the courtyards. There will be a very low cost unless there are some additional light poles that will illuminate the backyards of the apartment buildings. For this we will deal with the calculation of the theoretical cost, who will be able to calculate exactly how many additional costs the municipality incurs due to the lighting of these areas?

All parking permits issued to residents in areas where European Union funds have been installed, as well as all those who have paid a parking fee, will need to be posted to a separate revenue account at specific ATMs to see what the revenue is of the project. .

The municipality has misled residents and small businesses by talking a few years ago about plans to change the quality of small businesses and living environments, tidy up the gardens and they will not have to pay anything for it.

However, all of this collapsed against the desire of the former Klaipėda Chief of Passenger Transport G.Neniškis to tax at least half of the city.

Unfortunately, the consequence of this decision is that the budget will not receive income for parking spaces financed by the European Union. We cannot do this five years after the project, or we have to return all net income to the European budget.

So who should have made such an effort if all the effort was made solely in calculating the revenue collected, allocating the costs of those sites and transferring the benefits to the European budget?

Well, the answer for me is only one: Klaipėda Passenger Transport will be able to “absorb” 30 percent of the costs, because the administration of the parking fee costs a lot.
