It is proposed to the Government, when approving hygiene standards for medical institutions, schools that implement general education programs, other educational and scientific institutions and libraries, that bathrooms should contain not only personal hygiene products (toilet paper, soap, disposable towels or hand). dryer), but also menstrual towels Hygiene measures.
The initiators of the amendment hope to be successful in drawing the attention of the Government to the current problem.
Menstruation
“Many countries are fighting against so-called menstrual poverty. Menstrual hygiene products are a necessity, but they are expensive and not available to all women and girls. The unavailability of menstrual hygiene measures in adolescent girls can cause stress, lose lessons, increase the risk of infection when the wrong means are used during menstruation. Several states have taken steps to combat this form of inequality and increase the availability of menstrual measures. Scotland, Australia, Canada, most recently the UK and other countries are planning to do so, ”says the explanatory memorandum.
The current Value Added Tax Law does not provide for a reduced VAT rate for menstrual hygiene products.
