A new street has yet to be opened in Panevėžys, but it is already feeding passions: some are waiting, others are creating stories so that they do not exist.

Already next week, the issue of the installation of acoustic walls in the new Šiaurinės street will be discussed at the meeting of the Panevėžys City Council.

With the spread of such news, part of the population of Rožynas rebelled. According to Romas Šerplienė, president of the community of Rožynas, people would like these walls to appear next to all the residential houses near the new street. Although most would like the newly built road to be left for cyclists and scooters only. Tomas Jukna, director of the Panevėžys municipality administration, is surprised by the dissatisfaction of the locals: due to the tranquility of the residents, silent asphalt pavement was poured into the street, noise barriers and green strips were installed, planned the construction of acoustic walls.

According to R. Šerplienė, President of the Rožynas community, residents of the district have recently heard about plans to install acoustic walls, and this issue will be addressed at the town hall next week.

“As an argument, the entire street project and its solutions have been made known before. But we cannot capture all the information about the planned changes in our neighborhood. I cannot speak on behalf of all residents, therefore next week the Rožynas community will invite residents as well as city leaders and Council members to the meeting, ”explained R. Šerplienė.

According to her, residents are concerned that the sound-absorbing panels, about four meters high, do not cover the entire street, but only its sections: 100 meters near Jurginų Street and 65 meters near Pramonės Street.

“As far as I know, the neighbors wrote to the Municipality to have acoustic walls near Saulėtekio Street, but they received a negative response. An embankment was poured into Rėklių Street, although residential houses continued there. This will be exactly the case on Pramonės Street, there are no residential houses there, but the walls that protect against sound have been planned, ”said the president of the community.

According to her, acoustic walls can only partially protect against sound, but they do not protect against dust and vibrations caused by cars.

“It just came to my attention then. The first thought is a Soviet era project powered by a bulldozer, we cannot speak of any quality of life for the population,” said the president of the community.

The wait does not come

While some residents of Rožynas make plans to force the municipality to comply with their wishes, others say they are awaiting salvation on Šiaurinės Street.

Renata, who lives in the Užuovėja gardener community on Rėklių Street, which borders the new ring road, and does not agree to make her name public, is outraged that the opponents of Šiaurinės Street are presenting such a position on behalf of the entire district . According to Renata, the opening of Šiaurinė Street will improve the connection to the city for many people both by car and by public transport.

“We live closer to North Street and I’m looking forward to driving it. My kids now have to walk about a mile and a half to get to the bus stop to go to school. And the road winds through the woods, next door is a little store that sells alcohol. It is definitely not safe for children, especially during the dark hours of the day, “said the woman.

According to Renata, although her house is closer to the ring road, the family is not afraid of car noise. The specialists who wrote the project assured that all measures have been taken to reduce it. She poured a wall near her house and planted trees. On the other hand, according to her, living in the city cannot be demanded for the peace of a single farm.

“I need a convenient connection to the city and comfort, and noise is a natural satellite of the city. Yes, now we are very calm, but we must understand that the city is expanding. Also, the road is being built with the latest technologies, so the noise will not be the same as on the streets of Smėlynės, Nemunas or Klaipėda ”, Renata has no doubts.

Modern project

Tomas Jukna, director of the municipal administration of Panev municipalžys, is surprised by the dissatisfaction of the residents of the Rožynas district with Šiaurinės street. According to him, even before the preparation of the project by modeling, it was decided on the basis of the results obtained what measures to take to ensure that the noise from cars does not exceed the permitted standards. Wherever possible, dikes, strips of vegetation appeared to reduce noise and pollution. The entire street is based on silent asphalt: its recipe is unique for its porosity, which allows you to minimize noise from car tires. Until now, only a small section of J. Tilvyčio Street has been paved with this type of asphalt.

“We were looking for various options and ways to keep the noise level within the allowed limits. The embankments and the vegetation give a really good effect, but there are no technical possibilities to install them everywhere. Where the sound exceeded hygiene standards according to the results of the modeling, acoustic walls were designed ”, explained the director of administration.

It is estimated that the installation of acoustic walls will cost the City Municipality around 203.8 thousand. The exact amount will be determined after the acquisition and signing of the contract with the contractor. According to T. Jukna, these walls are usually installed only on the road, but the residents of Rožynas made an exception to minimize noise from the new street.

“It is not a recreation area, so we cannot avoid noise at all. As this is a new street, there have been significantly higher demands on both safety and noise. It is therefore unfortunate that some residents are lead by unfounded emotions. And some politicians, although they love that it has nothing to do with the elections, further fuel those emotions, “said T. Jukna.

Stimulates emotions

According to T. Jukna, the construction of Šiaurinė Street will redistribute car traffic in this part of the city, reducing congestion and cleaning up other arterial streets in the city.

“The residents of Rožynas have created many stories so that there are no streets only in this place, although it was designed as vital for the development of the city. In Panevėžys, the number of bike lanes is increasing, but not everyone will switch to bicycles, and the number of cars will only increase, ”said the director of administration.

With the expansion of the city, the number of new streets will only increase, so according to T. Jukna, residents who plan to buy a home should find out what the development plans of the city are so that conflict situations do not arise later as in Rožynas now.

“When it comes to provoking those emotions, we almost had a scandal,” Jukna said.

Part of Šiaurinės Street is expected to open by the end of this month, and the other part by the end of the year. The reconstruction of Smėlynės Street is scheduled to begin next year, design work is currently underway and finances are being prepared.
