“The Constitution states very clearly that a Lithuanian citizen cannot be prohibited from returning to their Homeland. It is regrettable, but with their prohibitions, the rulers attacked our most vulnerable citizens at this time, those who fell ill with COVID-19 while they were in abroad, ”the report cites Ramūnas Karbauskis, leader of the Lithuanian Union of Peasants and Greens (LVŽS).

A group of MPs in the CC complains about the government’s decision on quarantine rules that restrict the right of Lithuanian citizens with a positive COVID-19 test to return to Lithuania. According to the faction, the petition was signed by more than 30 Seimas members from opposition factions of the Seimas and a mixed group of Seimas members.

One fifth, that is, not less than 29, the members of the Seimas or the entire Seimas can address the Constitutional Court by means of its resolution. In the first case, the application is examined in the general order, in the second – without the order.

Prime Minister Ingrida Šimonytė has stated that the requirement of a negative COVID-19 test for citizens of the country returning to Lithuania is in accordance with the Constitution. She emphasizes that the Government Resolution does not establish a prohibition in principle on not admitting citizens without proof in Lithuania.

The obligation for those who return to Lithuania to have a pre-performed COVID-19 test with a negative result was introduced by decision of the Government a month ago, until then the test was also necessary, it could only be performed upon arrival in Lithuania. .

The requirements do not apply to Belarusians in transit, nor to persons under the age of 16 arriving through Lithuania for humanitarian reasons.
