Selection interviews with invited candidates took place on October 9 and 12.

After the selection of the Board members, J.Narkevičius asked the police authorities for information on their reputation and received the latest responses on November 30.

The rulers are outraged

Conservative, vice president of the Seimas Jurgis Razma regretted that J.Narkevičius did not hear calls to abstain from important appointments at the end of his term.

“At least independently, the members of the board will have a legitimate expectation to last a full term, and it will be difficult for the new government to change them. It will be difficult to replace even the people delegated by the ministry,” 15 minutes said the politician.

He said he did not want to evaluate specific appointed members because he did not know the details of the selection, but stressed that J. Narkevičius could not convince the public of the necessity of his decision.

“When such decisions are made by a minister who doesn’t trust the president, I don’t think the public gets the impression that it was necessary to approve here now,” Razma said.

“I would not rule out the possibility that the minister would seek to approve at least one other board member in one in which he himself had an interest, because otherwise he could really wait until December 13,” he added.

The new Minister of Transport will be delegated by the Freedom Party, however 15 minutes he has not yet been able to contact party leader Aušrine Armonaitė for comment.

Until now, the Presidency has not ruled on the situation.

Submerged 15 minutes in the archives we see that some of the board members have quite a colorful reputation.

The decision of A.Šliupas is being sued in court

Arijandas Šliupas is currently the Chairman of the Lithuanian Airports Board and also a member of the Management Board of the Kaunas Free Economic Zone.

In 2007-2012, he ran the Kaunas airport and, from September to December 2012, he was commercial director of Litcargus, a ground handling company for passengers and aircraft.

From 2012 to 2016 he was Vice Minister of Transport. In the government of Prime Minister Algirdas Butkevičius, the Ministry of Transport and Communications was headed by the Social Democrat Rimantas Sinkevičius, who is now Acting Minister of Economy and Innovation.

In may of this year 15 minutes announced that A. Šliupas, while managing the Kaunas airport, had signed a contract with a private company for the lease of state land, which was potentially damaging to the state.

The same Lithuanian airports, whose board is headed by A. Šliupas, are now trying to cancel this transaction and demolish the buildings through the courts.

It was announced that in 2008, the then Kauno Aerouostas signed a land lease agreement with the Aviation Service Center, a Hoptrans holding company that operates outside the Kaunas airport, better known as APCargo. The company announces that it is dedicated to the transport and storage of aviation cargo.

A. Šliupas himself says that he followed the laws of that time, and while holding a position at the airports in Lithuania he cannot influence the legal dispute.

He previously worked for one of the Hoptrans companies, but does not mention it in his declaration of private interests.

H. Surovičius was fired but went back to work

There is little information about Henrik Surovičius in public space.

Until November 2016, he was director of the Safe City Department of Vilnius Municipality, but the Mayor of Vilnius, Remigijus Šimašius, fired him when it became clear that H. Surovičius’s daughter also works in the same department.

It is true that the courts later recognized that H. Surovičius had been illegally fired, but the Central Commission for Official Ethics has recognized him as confusing public and private interests because he did not withdraw from the decisions about his daughter.

He was reinstated in July 2017, then served as Chief Advisor to the Municipal Administration, and in May of this year he was transferred to Advisor to the Minister of Transport and Communications in the form of a transfer.

V. Sliesoraitis explained about the lands occupied by the Neris

Vygantas Sliesoraitis is currently the director of the public institution Panovis, he is a member of the board of directors of Vilnius Perkūno Rotary klubas, Visi namai, AL holdingas, Kelių draudimo.

He is also a member of the Board and its president of the Giraitės ginkluotės gamykla corporation and belongs to St. Ignacio Loyola University Council. Previously, he led the Enerstena company, was a member of the boards of directors of the companies Kelprojektas, Žemaitijos pienas, Yglė and Panevėžio statybos trestas, and Kaunas Region Roads.

V. Sliesoraitis has held the position of Director of Kardiolita, Regional Manager of DNB Bankas and Head of the Branch of Banco SEB.

In 2016, V. Sliesoraitis and his house in Žvėrynas sounded like a scandal over fenced state land. The capital authorities decided to build bicycle lanes along the Neris embankment, but after inspecting, they saw that the owners of private houses had taken over the planned territory of the roads: they planted bushes, built fences and started running dogs .

One of them is V. Sliesoraitis, although he himself told the BNS news agency that the fence of his private plot did not close off state land.

Will V. Poderys receive a salary?

Virgilijus Poderys, better known as an energy specialist, has been working at the Seimas for a period since 2016, where he served on the Economic and European Affairs Committees and headed the Committee on Energy and Sustainable Development.

The 15 minutes He claimed that he had submitted the documents for the selection of board members in August. From this we can conclude that while working as a member of the Seimas at that time, V. Poderys participated in the selection of independent members of the board.

However, J. Narkevičius appointed a former parliamentarian from the board as a representative of the ministry. V. Poderys said that he had not spoken to the Minister about the appointment and that he would not represent the Ministry of Transport and Communications while working on the board.

“The members of the board do not represent the ministry. They all represent themselves,” said V. Poderys.

“There must be cooperation between board members and shareholders, in this case the ministry, but in terms of decision-making, all board members are responsible for themselves,” he added.

The peculiar circumstances of the appointment of V. Poderis raise the question whether he, as a member of the Board, will receive any salary.

It is often the case that the members of the boards of directors of state enterprises delegated by the ministries are employees of the ministries themselves and therefore receive a salary from their workplace.

In this case, V. Poderys is not an employee of the Ministry of Transport and Communications, and Lietuvos Geležinkeliai does not pay remuneration to the delegated members of the Board of the Ministry, while the independent ones do. 15 minutes confirmed by the company representative Tomas Digaitis.

We asked the Ministry of Transport and Communications if V. Poderys would receive a salary for his work on the board, but we did not receive a specific response.

“Public officials do not receive remuneration for their activities on the board of directors”, 15 minutes the ministry said, but did not comment on the situation in detail.

The newly formed board member does not know the answer to this question.

“I’m not sure now. When you asked it so directly, I can’t legally answer legally,” said V. Poderys.
