Schumin told Delfi that Regitra had recently found a case in which the car was a hybrid (diesel + plug electricity), but if his CO2 emission parameters cannot be found either in the documentation or in the system when evaluating similar cases, the law must calculate CO2 as diesel, which he considers incorrect.
“We took the time and did not find all the options provided by law to calculate the registration tax because CO2 was not mentioned in the source documents.
Oh no, because the car apparently was from Holland, and they don’t write that parameter. We calculate that we see that the formula has absolutely no effect on whether it is a hybrid or not, but that it was diesel and plug loaded from the outside. There is no hybrid variant in the formula. That means it counts as diesel ”, he explained about the current law.
Admittedly, the deputy general manager said that there is still another option to find out the CO2 emissions of such a car, but it is very expensive.
“It can be calculated based on a Certificate of Conformity from the European Community, but it is issued when you buy a car, like a car birth certificate, or if you don’t have it you must go to a specific model.
So there is such a blind situation, because the fee is calculated incorrectly and a person cannot send documents, because it is very expensive, “said S. Šumin, assuring that he really sees the problem.
“We are already preparing our proposal that this should be taken into account and the on-site calculation methodology should be changed, as the case may be. At first, probably nobody thought that the wrapped car would not have a CO2 parameter, but it turns out that it comes from from some countries without it, “he said.
Schumin said the gap would be closed and was confident that some adjustments would be made soon.

“It’s wrong because a relatively clean car is taxed as dirty.
We spoke with representatives of the Ministry of the Environment on the phone, they know that there is a problem, now it is only a question of how to make a correction, whether to make changes to the formula or some other option.
I guess it would be better to enter a coefficient that takes into account the fact that the vehicle is a hybrid, but that’s just my guess, “he said.
According to Regitra, from July 1 to Thursday, a total of 12,697 cars were re-registered and re-registered, and a total of LTL 1 million was collected from the registration fee. EUR 112 thousand.
“As far as I remember, it was planned to raise around 25-26 million. Eur per year, and looking at these trends, it seems like this should be the case, unless something drastically changes in car buying habits and everyone starts shopping clean vehicles, ”said S. Šuminas.
Delfi remembers that since July 1. The registration tax for passenger cars and light commercial vehicles (categories M1 and N1) depends on the type of fuel and its combinations and when CO2 emissions exceed 130 g / km.
The authority’s website also states that CO2 can be determined from information in the car’s documentation, registration certificate, and approval document, and if CO2 is not specified, then it can be determined from emissions CO2 averages of other registered equivalent automobiles. If this is not possible, the tax is calculated according to the formulas provided by law.
