Asta, a Rožynas resident, says he recently received a letter from the company reminding him that Panevnežys Special Road Transport delivered the containers under a loan contract, and by accepting them, he promised to sort the waste. According to Panevėžys, the letter states that it does not or rarely uses sorting containers. Therefore, it is announced that the frequency of movement of sorting containers will be monitored in late September. If they are not evicted on the day of departure and they do not receive service at the same time, the company will be obliged to request the resident to return the containers.
According to the Rožynas resident, she moves all types of packaging sorting containers every month, only in rare cases does it every two months, but the glass container does not accumulate as much. The family simply rarely buys drinks or food in glass bottles, and there are also very few discarded jars or other glass containers.
“In half a year, we might be able to put together half a container,” he even hesitates.
Panevėžys thinks it is irrational to remove a half-empty container, so he generally expects more such containers to accumulate. The woman is ironic that now, in order not to lose the container, it would be necessary to collect glass bottles somewhere in the city, and even that could be difficult to find, because beverage containers are generally involved in the deposit system.
“It will probably be necessary to remove the container with five jars,” he jokes, noting that yesterday, the neighbors lined up with glass containers and mixed containers to take them across the street.
Ms. Asta speculates that some neighbors also received similar reports.
Also stores potatoes
Judita Vingilytė, director of the Waste Management Department of the Panevėžys Special Road Transport Company, says the decision was made to collect them from those residents who do not use dedicated packaging waste containers and deliver them to those who are very willing and ordered more efficiently.
“There are simply some people who have recently set up private farm housing and are asking for sorting bins for individual use, and we monitor and observe every month that those waste holders who received sorting bins between 2013 and 2015 rarely expel them. They are not believed to be used for their intended purposes. Naturally, if some do not use it and others need it, it is necessary to review the need for containers and we have started this process, “says J. Vingilytė.
According to her, the containers of all kinds of containers should be removed at least once a month and the glass, once a quarter. According to J. Vingilytė, compared to the number of individually distributed containers distributed to city residents, approximately 60 percent of all types of packaging are ejected and glass is less than 20 percent.
“If a resident takes out a container of all kinds of packaging for export only two or four times a year, it is no longer useful. It seems that a person does not classify and use that container for the purpose for which it was designed.” , reminds them that they split up to collect packaging waste, he said.
According to the head of the waste management department, company employees note that people also store potatoes, apples or sand in sorting bins.
Possible and incomplete
According to J. Vingilytė, no one from the ordered sorting population promises to carry sorting containers. Therefore, if the population carefully pushes a container of all kinds of containers every month, they should not lose the container that is less frequently removed for glass. The whole set is expected to be taken from the person, both containers.
“The containers will not be taken in one type, the whole package will be taken to make sure that not only glass is used, but also other containers,” he says.
Also, according to the manager, no one tells residents to take out a full container each time.
“We realize that glass containers fill less frequently, so they can be removed once a quarter. A person can take out a third or a half of a container, but if this is not done once a year or all types of packaging, only four times, and glass once, is already a very small percentage of the use of containers, “she says.
On the other hand, a container with only a few bottles, according to J. Vingilytė, also does not show that it is tidy.
“It would be recognized that it was shipped, but it is not natural that only three pieces of glass packaging would be generated in three months,” he said.
There is still a lack of classification knowledge
J. Vingilytė says the situation so far is only being monitored, but no action has been taken and the containers have not yet been taken from anything. If necessary, residents should search for a shared container for classified waste already in the city. According to her, the situation is similar in all the individual house blocks in Panevėžys, none of them stands out as more unclassified. Others use small sorting containers everywhere. According to J. Vingilytė, people in such cases generally explain that they are classifying, although the data available to the company shows that this is not done correctly.
“The letter is a very good preventative measure to get the population to think and start using the containers correctly,” she says.
According to the manager, it is not natural that all types of packaging waste packaging remain for part time or be removed.
“If classified correctly, there should be all kinds of packaging waste,” she says.
On the other hand, containers are sometimes forced to do what is not necessary: they contain not only packaging, but also municipal, textile, even construction or other waste.
“Depending on the quantity and composition, up to 30 percent is mixed municipal waste, which is not classified as packaging waste,” says people should be more interested in what and in which container to throw, she says.
