Two people have been prosecuted and fictitiously employed in the civil service: Valentina Svobodina and Jonas Paulavičius.
As the case may be, Ms. Svobodina was initially employed as a specialist in the Šilavotas subdivision (Prienai district) of the Inland Waters and Aquaculture Division of the Fisheries Service, and was later transferred to the post of senior specialist in the Division of International Affairs and Market.
At the time, J. Paulavičius was working in the Laukysta subdivision of the Fish Reproduction Department (Kaišiadorys district).
Fictitious public officials who were fictitiously employed and not actually performing any tasks received not only wages but also allowances for their work, and compensation was also paid for unused licenses when they were fired from the Service account. Fishing.

According to prosecutors, the heads of the Fisheries Service and two other public officials, knowing that, in fact, two people did not perform any job function in the service, falsified documents regarding their transfer to other positions, gave them salary supplements and other benefits, which were then withdrawn from them.
“For their deliberate actions, they acted against the interests of the Fisheries Service, falsified and used genuine documents, and misappropriated foreign property entrusted to them, belonging to the Fisheries Service,” prosecutors said, undermining the authority of the civil service. and the Fishing Service. the unrestrained arbitrariness of the employees, demonstrated the attitude of non-compliance with the laws and other legal acts, as a result of which the Property Service and the state suffered significant damages to property and non-property.
The pre-trial investigation began in 2017. September, when then-Minister of Agriculture Bronius Markauskas submitted a request to the STT after an internal inspection by the Fisheries Service.
