The first reactor at the Astrava power plant is expected to start operating this summer, the Belarusian government promises, but the neighboring state does not yet have a source of reserves.
Such a reserve is necessary in the event that the Astrava power station does not generate electricity for some time due to breakdowns or other obstacles, and Belarus has to cover the power shortage.
Lithuania has informed Belarus that it will not allow the use of Kruonis HPP, which balances the production and consumption of electricity, as a reserve.
However, for some reason, if the Astravas nuclear power plant stopped producing electricity, if there was a threat of a so-called “blackout” (complete shutdown of the power system) or an accident, Kruonis could be used, G. Nausėda said. True, it would be extremely expensive, he added.
“If we were to help our neighboring country avoid accidents or so-called ‘blackouts’ through blockades or other emergencies, we would have billions.
This would guarantee the security of the system, but it would be very expensive to pay for such a service in extreme circumstances, ”said the president at Kruonis Power Plant.
However, he emphasized that he had received “all assurances at Kruonys that, both technically and legally, the facility would not be used as a reserve for the Astrava nuclear power plant.”
“It means just one thing that the Astrava builders will have to deal with finding the reserve elsewhere,” said G. Nausėda.
Belenergo, which operates the entire Belarusian energy system, says the country is now trying to integrate the Astrava power plant into the common electrical system, leading to the construction of standby power plants here. However, construction is delayed.
Energy Minister Žygimantas Vaičiūnas, asked to explain in detail the President’s statement on the problems of the use of Kruonis in the case of the Astravas nuclear power plant, stated that he is prepared for such a scenario, but it is only theoretical.
“In the most critical case, our system operator’s plans have been prepared on how to proceed at that time. Well of course it is possible not to rule out such a possibility, but such a possibility would probably be an exception and in any case such situation would not happen again after that.
“This is what we are talking about, a theoretical possibility that could be,” said the minister.
