It is also established that the director of an educational institution, with the exception of higher education institutions, is appointed and removed by the founder or a person authorized by him by a public competition for a period of five years, and in the case of institutions municipal educational by the mayor.
Competition procedures are further shortened to four months before the end of the head of the educational institution.
