Women who wanted to buy cheap products online were bitten by a fly: no goods or money is paid. Shoppers suspect they have been baffled by a group of young people or a young man who, in his opinion, is just looking for a bargain and setting up new e-stores.

After transferring € 26.99 to the specified account through the PayPal international payment system, the woman was soon alarmed.

His first doubts arose when he received a strange message that he had not received before when buying things online. Thanks in English for the order and ensures that the customer will be informed when the shipment arrives.

The woman opened after realizing that she would not get any carpet and demanded a refund.

He also received no masks

L.Pocienė, through the Lithuanian police Facebook account, contacted the officials, asking them where to look for the truth, if they had not received the products for the money paid, and it was impossible to contact the seller.

He noted that there are more victims in this way.

In extreme cases, especially when more users are harmed, SCRPA has the right to block the website.

This was one of Mažeikiai’s last steps in trying to fight those who have not yet shipped goods.

As soon as L.Pocienė wrote messages warning other people with an ad offering cat mats, she was also contacted by Laura Končė, who did not receive the products.

She also wanted to buy a rug like that and received the same message, and then realized that she had probably been duped.

The idea visited the woman because at the beginning of the quarantine, like many people fearful of the virus, she began to search for protective masks online.

Recently, L. Končė’s cat became ill, causing many problems for the family. After trying to search for help online, the woman unexpectedly found an ad for a cat mat for sale and, without even wondering who was selling it, clicked “Buy.”

It was only after receiving the written message in English that he realized he was in the same situation again.

By taking a closer look at the website “Pirktakis.lt” and the people related to it, the women realized that its creator (s) also have more similar websites that offer products on demand. Eight of them counted.

It turned out that two very young girls, judging by their Facebook profile, who live in Kaunas, place ads on Facebook groups in various cities and district centers, with whom they are tempted to buy their products.

On behalf of these girls, the ads appeared on the websites “Plungė Ads”, “Ads in Kaunas”, “Panevėžys Ads”, “Garliava Ads”, “Skelbimai (Raseiniai)” and others.

There is nothing in the girls’ profiles other than these ads. Sometimes they are removed.

By the way, women who wanted to buy cat mats saw in the order the name of a man named Aldevin. This is likely to be from Kaunas as well.

Don’t expect to recover

“We both no longer expect to get the money back, but we don’t want scams. Some are sweating until they earn those 30 euros, and others are sitting at a table making clever schemes and calculating the profits easily made by scams. That should not be the case.” . , – L. Pocienė stated resolutely.

Women are considering sending money for goods precisely through the PayPal system so there is no obligation to identify the recipient. For scammers, it is perfect.

Both women said they analyzed the websites well and saw that they indicated the same phone number that it was impossible to call. And there are several bank accounts where the victims’ money travels.

After speaking with employees of various banks, the women were promised that the entry of money into these accounts would be analyzed and blocked.

PayPal employees responded that there is no right not to perform a money transfer service.

The money transfer can only be canceled in a short time. In the case of “Pirktakis.lt” purchases, the recipient of the money was in a hurry to collect the euro until the customer had time to capture or view the revealing comments.

Prisoners are also suspect

After writing a request to the police over the weekend, L. Pocienė received advice to petition the State Consumer Rights Protection Service regarding examination of the dispute. It also explains how to write a complaint and how to send it.

Authorities said that any victim could contact the nearest police station.

If this turns out to be the responsibility of another commissioner, the statement will be sent to the place where the suspects live. Police could track suspects by browsing recipients of money transfers and other data.

Experienced officials do not rule out the possibility that this scheme can also be created behind bars, and the ads are placed from artificially created profiles.

Advised not to get stressed

Buyers who tried to contact the alleged cat mat seller in every way were blocked. They were no longer able to comment or communicate online with the website developers.

Only the seller of L. Pocienė’s messages was not blocked, therefore the woman attacked him with emails for three weeks in a row.

The correspondents of the newspaper “Klaipėda” also tried to contact the administrators of “Pirktakis.lt” by the indicated telephone number.

After dialing the phone number on Sunday, Monday, and Tuesday, I had to hear the same thing: “The phone is off or out of range.”

The email with the questions provided was also not answered.

Only after writing about the fact that the website administrators will have problems, L.Pocienė received the guarantee that both she and all other customers will receive the ordered products.

“We cannot deliver the products within two days if the specified delivery time is four weeks. We should wait patiently and not be stressed,” wrote one person who did not introduce himself to L. Pocienė on behalf of the website.

The woman immediately replied that more than four weeks had passed and was assured that her order would be reviewed the same afternoon to ensure that so much time had passed.

That concludes the dialogue. Buyers of cat mats and then did not come.

Complaints are on the rise

Dalia Malinauskienė, a representative of the State Service for the Protection of Consumer Rights (SCRPA), stated that the law obliges the seller to deliver the products no later than 30 days from the date of conclusion of the contract (unless that the parties agree otherwise) delivering them to the buyer.

If the seller unreasonably refuses to transfer the goods to the buyer, the buyer has the right to refuse to execute the contract of sale and to demand compensation for the losses.

“A consumer who does not receive the ordered products for an excessively long time must first contact the seller in writing and submit their specific request. In the absence of a reasoned response from the seller within 14 days or an unsatisfactory response, the consumer has the right to request SCRPA for alternative dispute resolution. ” court) “, explained the service representative.

It turns out that the number of complaints about goods or services purchased online is constantly growing. In most cases, ordered products are delayed in delivery, not delivered at all or not what the customer wanted, and no money is returned for returned products.

There are cases where SCRPA is unable to help the consumer resolve the issue, especially when the seller cannot be identified and the data shows that the seller is outside the European Union.

D. Malinauskienė explained that SCRPA has received complaints from various consumers regarding the products purchased by Kaukiukas.lt. Some of them have been resolved peacefully, and in one case market surveillance actions have been initiated to identify the requirements that must be met by the protective masks offered by the seller.

If the investigation does not contact the seller, SCRPA can communicate with other institutions or agencies (State Tax Inspectorate, the Records Center, the bank where the seller’s account is located, the website domain registrar, etc. .) for additional information to help identify the seller. When the seller does not provide the requested information required for the resolution of the dispute, SCRPA has the right to impose a fine for violation of Article 40 of the Consumer Protection Law. In extreme cases, especially when there are more injured users, SCRPA has the right to block the website or access it in accordance with the procedure established by legal acts, “said the service representative.

SCRPA deals with disputes when a consumer and an entrepreneur operate in Lithuania. Lithuanian consumers can apply for free assistance to the European Consumer Center in Lithuania due to problems caused by the activities of established vendors or service providers in the EU countries, Norway, Iceland and the UK.
