The Army and National Guard “found three tugboats with six long refrigerated containers carrying 652 migrants, of which 355 are minors, on Thursday night,” the Tamaulipas state government said.
The report indicates that most of the migrants were from Guatemala and about 200 minors traveled without the company of adults.
Four people transporting migrants have been arrested, it says.
The tugboat was stopped at an army checkpoint in Hidalge, Tamaulipas.
“Preliminary information indicates that the migrants came from the city (central Mexico) of Puebla and traveled to Monterrey in the state of Nuevo León,” in the northeastern part of the country, according to the report.
The announcement was made during a visit to Mexico by a delegation of senior US officials, including Secretary of State Antony Blinken.
In recent months, tens of thousands of migrants traveling to the United States from Haiti and Central America have arrived in Mexico, posing great challenges for both countries.
