According to the court, the German producer submitted inadequate guarantees for its production, which were not intended for all footwear, but only for certain parts of it.
“The decision to include a third party (HAIX Schule Produktionsund Vertriebs – BNS) whose offer does not meet the requirements established in the bidding documents and declare it the winner will be considered illegal and, therefore, will be annulled”, establishes the VAT ruling . .

The VAT decision can be appealed to the Court of Appeal within 14 days. The Department of Strategic Communication and Public Relations of the Ministry of National Defense confirmed to the BNS that the agency plans to appeal this decision.
In August, the court had already suspended this competition for outdoor military footwear. The agency then decided not to appeal the ruling and said it was awaiting a final court decision.
According to the Ministry of National Defense, soldiers of all types of the Lithuanian Armed Forces must wear uniform shoes for outdoor activities such as service and combat footwear, used during military field exercises and in the performance of tasks daily.
According to the Department of Strategic Communication and Public Relations of the BNS Ministry of National Defense, the agency divided the three-year shoe competition into three parts.
In the second part, according to an agreement signed at the end of August by Prabos, more for 81 thousand. It is intended to buy at least 700 pairs of ship’s uniform shoes. The third part foresees 11 thousand. the tender for the purchase of shoes was not carried out because no offers were received. A new tender for this part has not yet been announced.
