A new road pricing system will soon be operational in Poland, but Lithuanian carriers are upset: it is not clear how everything will work.

As before, the Poles will measure the kilometers traveled by trucks, but from now on the accounting will be based on the data of the Global Navigation Satellite System (GNSS), and the carriers will have to install equipment on board or a special application eToll PL in each truck.

The new Polish toll system will be in operation from the beginning of the summer and should finally be replaced on September 30. Until then, not registering under the new system and changing carriers for onboard equipment used in Poland may face problems identifying its tugs for tolls or being forced to opt for one-time and more expensive solutions, the media said.

This problem is especially relevant for Baltic airlines, as their main route to other European countries is through Poland.

According to Zenonas Buivydas, general secretary of the Lithuanian National Association of Road Transporters Linava, companies evaluate all innovations positively and favorably, if they help to facilitate daily activities and do not cause problems.

“We consider that the new Polish toll system is inevitable, as technology improves, advances and some changes become evident. This change, linked to the introduction of the new eToll system based on satellite communication, is also inevitable and necessary. So in a general sense, we appreciate it, ”he says.

However, according to the association, some Lithuanian carriers traveling through Poland are upset about the new neighboring country’s toll system, as it is not yet clear whether it will actually start on October 1 and, if it starts, how it will work.

“There is a lack not only of information from the responsible authorities of neighboring Poland, but also of adequate preparation in technological terms. When it comes to communicating with transport companies, we hear fears and complaints that there is still little clarity, even a lack of basic answers on how the system will work and what to do when vehicles cannot be registered, what to do when it is not it works as it should, “says Z. Buivydas.

He gives an example that to register a vehicle it is not possible to do it remotely, it is necessary to go to Poland, which is said to be illogical.

“This is how trucks from all neighboring countries have to come together to register. Company representatives say they have heard that the launch of the system could be postponed from October 1. and more time will be given to prepare not only the carriers, but also the administrators of this system ”, points out the head of Linava.

When asked how much the transition to the new system will cost Lithuanian carriers, the interlocutor calculates that the costs will be incurred due to the replacement of equipment, the signing of the necessary contracts and documents. And the road taxes in neighboring Poland are supposed to remain the same.
