The Commission would be tasked with exercising parliamentary control over the management of the pandemic and proposing legislative amendments before November 1 to improve its management and guarantee the protection of human rights and freedoms.
Democrats propose that the commission be chaired by Seimas president Viktorija Čmilytė-Nielsen.
According to the Statute of the Seimas, the right of initiative to form temporary commissions of control or investigation belongs to the Board of the Seimas, the committees, the factions and a group of at least a quarter of the members of the Seimas.
The draft resolution states that it is proposed that the commission take into account “emerging challenges to public confidence in managing a coronavirus pandemic.”
The pandemic management measures are said to imply restrictions on human rights and fundamental freedoms and ensure that they remain “proportionate and limited to the threat posed by the spread of the virus.”
It is noted that the crisis in Europe caused by the COVID-19 pandemic “has turned into an economic and social crisis, further highlighting existing social divisions, vulnerabilities and exclusion.”
It is also noted that the Seimas sees a large number of people who have not been vaccinated and do not want to be vaccinated, protests are emerging, the lack of constant and reliable information and the need for a public debate on vaccination.
Due to COVID-19 restrictions, several rallies were held in Vilnius, one of them, on August 10, reached riots near the Seimas, and unrest broke out during the next rally on September 10, when the Seimas began its fall session.
